Full Job Description

We are pleased to announce the PMA Principal Manager Special Duty opportunity with KCIT! This position is open to current internal KCIT employees as a Special Duty opportunity. Special Duties are only available to career service employees who have passed their initial probation period. It is important to note that you must get approval from your current supervisor/manager to accept a Special Duty assignment. The PMA Principal Manager manages the Product Management and Analysis section of the BASe Division. This role directly manages 1) Product Managers who deliver products and 2) People Managers who lead their own teams of Business Systems Analysts (BSAs). BSAs on these teams serve as IT consultants for technology projects and initiatives for all 19 county agencies and often perform Change Management in addition to their more traditional analysis roles. This Principal Manager role provides strategy and leadership to improve and sustain product quality, employee engagement, end-user readiness, productivity, and customer/partner satisfaction.

Requirements

Leadership

Oversee all activities of the Product Management and Analysis (PMA Team) to ensure effective delivery contributes to the achievement of KCIT and BASe strategic goals and objectives.

Be recognized as a resource across KCIT and by Agency Partners – known to possess and expertly apply a deep understanding of PMA roles, performance, products supported, recent delivery wins, escalations or issues needing resolve, ties to broader strategic priorities, and ways our team members can best assist in given situation.

Effective evangelist for Business Systems Analysis, Change Management (end-user readiness), and Product Management.


People Management

Coach, mentor, evaluate, and hold accountable IT Managers to ensure their effective management of their teams of BSAs. Coach, mentor, evaluate, and hold accountable Product Managers to ensure their effective delivery of committed product outcomes.


Cross-Collaboration

Liaise and partner with IT colleagues, Agencies, and other relevant parties to forward delivery of strategic priorities, identify and resolve issues. Leverage the strengths of staff across teams to mitigate risks, reduce or remove blockers, and deliver commitments on time and with quality.


Vision and Strategy

Define and set section goals and objectives that contribute to broader BASe and KCIT priorities. Cultivate IT and Agency Partners’ clear understanding of the roles, expectations, and value of PMA staff.


Delivery Evaluation & Continuous Improvement

Manage, monitor, and report performance of PMA against targets in consumable, visual, and informative format that invites either celebration or constructive feedback for improvement.

Ensure that the Enterprise Managers continuously evaluate and adapt the BSA service (including Change Management) to meet Agency Partner needs.

Ensure that Product Managers communicate compelling business cases and regularly execute measurable product outcomes and measurable user/customer impacts.

Qualifications

  • 5-7 years’ experience managing teams of business systems analysts and/or product managers
  • Demonstrated knowledge of Change Management principles and practices
  • Adept people leader with demonstrated ability to coach and mentor highly productive, highly engaged, and continuously improving teams
  • Ability to influence and inspire others to build consensus, align on strategy, and drive for results
  • Advanced skill in translating vision and strategy to objectives and to tactics with an emphasis on outcomes over outputs
  • Demonstrated ability to identify meaningful measures of success and consistently track outcomes
  • Advanced facilitation and communication skills
  • Skilled in handling multiple competing priorities
  • Advanced troubleshooting, analytical and problem-solving skills

Additional Information

Hybrid Work: The work associated with this position will be performed through a combination of onsite work and telecommuting.

Employees will have access to shared workspaces at various King County facilities.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Work Schedule: The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered.

FLSA Status: This position is FLSA Exempt and is not eligible for overtime pay

Duration: This Special Duty Assignment is estimated for 6 months.
