Job Description

Summary

This job involves supporting planning teams by researching laws and data, checking building and land use applications for compliance, and helping prepare environmental reports and public responses in Tulare County's Resource Management Agency.

It's a good fit for someone with some college education in planning or related fields who enjoys detail-oriented work, communicating with the public, and working with maps and regulations.

Entry-level experience in planning support would help, along with strong organizational and computer skills.

This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency. The anticipated life of the employment list is six months.

Current vacancy is with the Resource Management Agency located in Visalia. The anticipated life of the list is six months.


Requirements

  • Assist planning staff in researching information, including literature and statute research; performing written and oral consultations with various agencies; and compiling data for reports and inquiries.
  • Answer questions and requests from the public, agencies, and other departments concerning the Tulare County General Plan and various ordinances related to planning.
  • Review California Environmental Quality Act (CEQA) procedures to assist planners in the preparation of CEQA documents and environmental studies.
  • Compile and interpret U.S. Census Data to assist in the preparation of the Tulare County Census Data Book, and answer questions and requests for census information.
  • Check applications such as building permits, parcel maps, lot splits, zone changes, environmental assessment and agricultural preserves for completeness and compliance/non-compliance with planning related ordinances.

Qualifications

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.


Education:

  • Two (2) years of college with major coursework in engineering, architecture, business administration, planning, geography or a closely related field.

Education Equivalency:

  • Or one (1) year of experience equivalent to a Planning Technician I.

Knowledge of:

  • Alphabetical and numerical filing systems.
  • Basic principles relating to land use planning.
  • Basic math to compute averages, percentages, land areas, and distances.


Skill/Ability to:

  • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
  • Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
  • Read and understand ordinances and regulations pertaining to planning.
  • Obtain and file information alphabetically and numerically.
  • Convey ideas and information clearly and concisely in simple staff reports, letters, and memos using correct grammar, punctuation and spelling.
  • Recall information.
  • Proofread materials for accuracy and correct grammar.
  • Follow oral and written instructions.
  • Plan, prepare and present material at public meetings.
  • Retain and recall procedures and regulations.

License or Certificate:

  • Possession of, or ability to obtain, an appropriate, valid California driver's license.


DESIRABLE EMPLOYMENT STANDARDS

  • Geographic Information Systems
  • Use measuring devices such as planimeters, footometers, engineering scales and architectural scales.
  • Understand engineering and building plans.
Compile data utilizing simple statistics.

Conditions of Employment
