The Opportunity

WSDOT is currently seeking multiple Plan Reviewers (Transportation Engineer 4) to serve as technical program specialists supporting the review and approval of highway construction Plans, Specifications, and Estimates prior to advertisement.

These positions apply expert knowledge, broad experience, and professional judgment to ensure required documentation, funding verification, and state and federal processes are complete and compliant.

Plan Reviewers collaborate with regional and program staff to prepare accurate, biddable, and constructible contract packages for advertisement.

These roles serve as the final review authority before packages are released to the Headquarters Contract Ad and Award Office.What to Expect

Among the varied range of responsibilities held within this role, the Plan Reviewer will:

  • Review highway construction Plans, Specifications, and Estimates (PS&E) for completeness, constructability, biddability, and compliance with departmental, state, and federal requirements prior to contract advertisement.
  • Lead coordination and communication with design, construction, specialty groups, and the Headquarters Ad & Award Office to finalize PS&E packages and align advertisement schedules.
  • Determine advertisement readiness by conducting risk assessments, confirming required documentation, and submitting ad-ready plan sets for distribution.
  • Prepare and manage contract addenda during the advertisement period, track unresolved issues, and coordinate justifications for bids that exceed the Engineer’s Estimate.
  • Monitor the status and progress of multiple projects simultaneously, ensuring comments are addressed and documentation is accurate and current.
  • Communicate project status, risks, and readiness for advertisement to management and internal stakeholders to support informed decision-making.
  • Provide expert technical guidance to engineers, consultants, and partner agencies on PS&E preparation, contract requirements, and applicable Washington State Department of Transportation policies.
  • Participate in constructability reviews, roundtables, and process improvement efforts by analyzing plans, specifications, permits, and schedules and recommending solutions to complex contract issues.


Qualifications

To be considered for this opportunity, the following are required:

Technical & Analytical Expertise

  • Strong understanding of engineering principles and construction practices related to highways, bridges, and ancillary facilities.
  • Proficient in reviewing, interpreting, and editing contract plans, specifications, estimates, agreements, and permits to ensure technical accuracy and compliance.
  • Skilled in identifying and resolving constructability and design challenges through sound engineering judgment.

Collaboration & Problem Solving

  • Demonstrated ability to work effectively with diverse teams of engineers, technical specialists, and stakeholders to address complex construction-related issues.
  • Adept at facilitating collaboration and maintaining alignment across project phases and disciplines.

Communication & Stakeholder Engagement

  • Strong written and verbal communication skills; able to convey complex technical information clearly to both technical and non-technical audiences.
  • Experienced in preparing and delivering effective communications and recommendations to support project decisions.

Project & Time Management

  • Proven ability to plan, prioritize, and manage multiple timelines and interdependent tasks in a fast-paced project environment.

It is preferred that qualified candidates also have:
  • Project Management Experience: Project management experience as a designer with an ability to manage multiple projects simultaneously.
  • Public Sector Project Experience: Experience working within or in coordination with government agencies on the plan review of transportation projects.
  • Software Proficiency: Demonstrated proficiency in Microsoft Office Suite, Unifier, and PSEword software.
