Full Job Description

Northport VA Medical Center is currently looking for a Deputy Chief of Staff (DCOS) who will provide administrative, clinical, and programmatic leadership for clinical services.

The Deputy Chief of Staff is accountable for the delivery of all health care by staff in the areas assigned by the Chief of Staff.

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement.

Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.

The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.

Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.

Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.

(NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.

Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs).

PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis.

PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision.

Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English.

The DCOS would take an active role in coordinating and integrating clinical and support programs to meet the needs of Veterans and provide high-quality quality evidence-based healthcare.

This would ensure close oversight of medical staff compliance with regulations, medical staff bylaws, facility policies, Joint Commission standards, performance measures, and other appropriate regulations.

The DCOS would collaborate with the COS and Service Chiefs in developing and monitoring quality improvement measures for process improvement, thereby providing additional guidance from leadership to drive processes forward.The DCOS would continually evaluate clinical workload and resources, providing advice and counsel in defining and accomplishing the facility's mission and goals, including partnerships with other VISN facilities.

The DCOS will serve on various committees, workgroups, and task forces at the facility.

In the absence of the Chief of Staff, will provide continuity and act on behalf of COS.Proposed assigned duties for the DCOS include, but are not limited to: Strategic planning for the establishment of care models that promote wellness and health maintenance, clinical excellence, predictability, patient satisfaction, and cost efficiency and effectiveness.

Advancing the objectives of continuously improving patient care and promoting research and medical education. Effective management in periods of crisis or change.

Achieving defined and measurable objectives. Excelling in collaboration and partnership with a larger network of health care providers. Recruitment of staff, clinical service chiefs, and ACOSs.

Development of new programs of excellence and strengthening those that already exist.

This would include oversight of the CBOCs and strategic planning for the expansion of services with a focus on opportunities for enrolling new, unique veterans into the system.

Provide administrative supervision of site-specific service chiefs and ACOSs who are under the direction of the Chief of Staff.

This may include the support services such as Pathology and Lab; Radiology, Speech and PM&R (OT/PT), as well as oversight of Community Care MD and RNs, Occupational Health, and the Anticoagulation program to provide oversight for day-to-day operational and medical decisions.

Participate in VISN-2-level committees and task groups to disseminate and drive performance improvement activities at the facility.
