Full Job Description

The Chief of Radiology, in conjunction with the Chief of Staff, is responsible for planning, organizing, developing, implementing, controlling, and refining a comprehensive patient management/clinical support/administrative program which provides services and technical counsel necessary to meet clinical, procedural, legal and administrative requirements relating to care and treatment of patients for maximum utilization of patient care resources in a cost-effective, efficient, and timely manner.

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement.

Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.

The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.

Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.

Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.

(NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.

Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs).

PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis.

PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision.

Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English.

Physical Requirements: Lifting up to 35 pounds, intermittently; moderate carrying (15-35 pounds), intermittently; lifting over 35 pounds with assistive devices in accordance with the Safe Patient Handling Policy except in emergent situations requiring prompt patient care; pulling, intermittently; pushing, intermittently; reaching above the shoulders, intermittently, both hands required; walking, intermittently; standing, intermittently; kneeling, intermittently; and repeated bending.

Major Duties:

Responsible for implementing VHA Handbooks, rules, directives, policies and regulations governing a broad range of administrative aspects of the medical center.

In order to affect the policies, incumbent must have the skills in management theory, cost-benefit analysis, and statistical analysis.

Participate as a member, lead or champion of process improvement teams, leadership committees such as Medical Staff Executive Committee, CPRC (Equipment Committee), Quality Patient Safety, VISN5 ICC Diagnostic Quarterly, VISN5 Radiation Safety, Radiology Quality Committee, MRI safety, NRP monthly service chief calls, etc.

Tasked with providing active leadership and decision making for the organization, is responsible for strategic planning, the budget process, and performance improvement initiatives.

Develops and administers a formal, systematic performance plan for reviewing, appraising and continuously improving each phase of clinical/clinical support/administrative activity.

Responsible for assuring that services provided by this medical center meet the standards set by accrediting agencies which govern the quality of care for this medical center, to include, but not limited to Joint Commission, the OIG, SOARS, etc.

In conjunction with other Service Chiefs, the Peer Review Committee and Professional Standards Board, the incumbent works to assure that any issues and deficiencies are corrected according to standards.

Demonstrate knowledge and skills in interpersonal relations, especially the ability to appropriately and courteously relate to internal and external customers.

Participates in the annual budget estimate for operation of his/her service.

Assists in management of the formulation of the medical center budget, including allocation of funds and recommendations to top management regarding staffing requirements, cost effective technological advances, equipment, projects, and supplies.

Responsible for developing and implementing a viable, cost-effective organization which manages positions within FTEE and budget.

Responsibility for personnel actions involving key subordinates and is responsible for effective labor/employee relations by coordinating with Human Resources.

Responsible for identifying training needs for subordinate employees, for ensuring the competency of staff for their selected positions.

The incumbent will also ensure that services delivered are consistent with customer service needs and standards.

Provides coverage for inpatient and outpatient care commensurate with his/her time and area of specialization, providing direct patient care. VA offers a comprehensive total rewards package.
