Job Description

Summary

This job involves reviewing and analyzing medical evidence for Army review boards to help make fair decisions on cases, acting as a medical advisor rather than providing direct patient care.

It's a temporary position lasting up to two years, possibly extendable to eight, based in Arlington, Virginia.

A good fit would be a licensed physician with experience in clinical settings and a knack for evaluating complex medical information objectively.

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Non-Competitive Temp/Term Appointment Authority to Meet Critical Hiring Needs in the DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is with Department of Army, Review Boards Agency, Arlington, VA. Position may be filled as time-limited appointment Term NTE 2 years. This position is a TERM position.

It is time-limited and may be extended up to a maximum of eight years.

Employees who accept time-limited appointments (to include employees with personal competitive status) will be placed in a non-status appointment and will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.

There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment.

Basic Requirement for Physicians: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent from a school in the United States or Canada.

This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S.

Department of Education at the time the degree was obtained.

A Doctor of Medicine or equivalent degree from a foreign medical school must have provided education and medical knowledge equivalent to accredited schools in the United States.

Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S.

Medical Licensing Examination.

Licensure/Certification: Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least one year of supervised experience providing direct service in a clinical setting, i.e., a one-year internship or the first year of a residency program in a hospital or an institution accredited for such training.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience/Training: Applicants must possess 3 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Major Duties:

  • Serve as advisor to members of boards/panels in evaluating and correlating conflicting medical evidence so that a sound medical conclusion is presented for final adjudication of cases.
  • Provide medical review and advisory opinions on cases submitted to ARBA's component boards.
  • Examine and analyze cases involving medical issues and provides fair and accurate medical assessment and adjudication.
  • Evaluate medical evidence and provide verbal and/or written medical advisory opinions in response to appellants’ contentions.
  • Provide medical expertise, case review, and medical interpretations to the requesting boards and panels.
  • Maintain currency in DoD and Army policies and applicability to individual Board cases and provides key interpretation on cases involving medical issues.
  • Interpret and apply appropriate prevailing laws, executive orders, and other national, DoD, and Army directives.
