Full Job Description

The Deputy Chief of Staff (DCOS) is an active member of the Leadership Team for VA Northern California Health Care System (VANCHCS) and directly reports to the Chief of Staff.

The DCOS collaborates with Executive Leadership in developing and implementing organizational goals for VANCHCS which includes 13 sites of operation: Sacramento Medical Center, McClellan, Martinez, Redding, Chico, Yuba City, Mare Island, Fairfield, Yreka, Auburn, Stockton, Modesto and Sonora.

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement.

Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.

The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.

Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.

Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.

(NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.

Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs).

PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis.

PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision.

Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English.

Current and permanent employees of the VA Northern California Health Care System (Station 612) - Only! This detail will be up to 120 days and may be extended or until a selected candidate is on site.

VANCHCS is seeking an individual to serve in a detail capacity for 120 days, or until a selected candidate for the position is filled. This detail is on-site.

S/he will be expected to provide leadership and direction for all service chiefs, clinical care leaders and providers, and administrative support staff throughout VANCHCS.

The DCOS is responsible for planning, developing, implementing, managing, and refining comprehensive health care operations.

The DCOS will provide technical counsel, when necessary, to meet clinical, procedural, legal, and administrative requirements of the health care system.

S/he will collaborate with clinical and administrative services in order to ensure quality and safety of patient care to support the clinical operations and meet regulatory guidelines.

The DCOS will provide leadership for patient-centered care, specifically Veteran-centered care, and other medical center initiatives.

S/he will participate in various task groups, committees, and councils that address health care operations at the local, Veterans Integrated Service Networks (VISN), and national Veterans Health Administration (VHA) levels.

Duties for the position may include but are not limited to: Supervises and Mentors ACOS, Service Chiefs, or other clinical leaders.

Chairs or Co-chairs multiple committees and councils to assist in the completion of organizational goals and regulations including; Medical Executive Council, Access Committee, Consult Management Committee, Biennial Medical & Dental Council, Workforce Development Council.

Participate on other committees or councils including; Executive Management Board, Executive Quality Board, Academic Affiliations Committee, Management Budget Briefings, Position Management Board, Executive Space Committee, Director's Brown Bag, Network Leadership Forum, Performance Measures Meetings, Peer Review Committee, Organizational Steering Committee, Multidisciplinary Improvement of Care Committee, and other committees as assigned by COS.

Provide executive review and concurrence on policy statements, suspense items, and issue briefs that make an impact at the local, VISN, and VHA level of the organization.

Robustly participate in the LEAN initiatives of the organization including; become eligible for Green Belt Certification, acting as Executive Sponsor, completing Gemba walks and Executive Walkabouts throughout all sites of care, supporting the Office of Organizational Improvement, and identifying areas for continuous improvement.

Maintain and serve in a clinical area with clinical time allocation as negotiated with the Chief of Staff. Administrative component is expected to range from 60% to 80%.

May be required to serve as acting Chief of Staff. May be eligible to maintain an academic appointment at the University of California, Davis School of Medicine.
