Full Job Description

Deputy Associate Chief of Staff for Community Care is responsible for the oversight of administrative functions of community care service.

Will have responsibility, when delegated by the ACOS, for approving and coordinating all non-VA, Choice, and Mission Act related services.

Will be responsible for oversight of compliance of all non-VA care consult titles and format.

It is expected that the incumbent will spend 10% of time in a clinical role and 90% in an administrative role.

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement.

Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.

The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.

Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.

Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.

(NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.

Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs).

PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis.

PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision.

Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English.

Preferred Experience: Board Certified or Board eligible in an ACGME accredited Medical Specialty At least one year leadership experience as a Section Chief, Service Chief or equivalent in VHA or private practice.

Physical Requirements: The work is generally accomplished in an office environment, but will require some walking, bending, and lifting.

They will need to be able to lift up to 25 lbs., stand for long periods of time, and speak at facility wide meetings for at minimum one hour.

Walking to other service areas and UAMS may be necessary at times. This position requires occasional entry into patient care areas so incumbent must be able to wear a mask as required.

The incumbent is responsible for participation and oversight of compliance of all non-VA care consult titles and format.

Duties, functions and responsibilities are but not limited to the following: Supervises the clinical consult related decisions of community care staff physicians and NP/PA's to ensure the relevant performance measures are met, compliance with applicable rules and regulations, as well as participation in system redesign activities.

Works collaboratively with the ACOS of Community Care to provide leadership and management for the community care service.

Works cooperatively and supportively with the members of the executive leadership team to assure that the best possible care coordination is provided to patients who require care in the community.

Implements national and VISN guidance for the Non-VA program as indicated by the ACOS.

Assists with the yearly preparation of the Community Care Service's budget and personnel planning needs Assures that organization of non-VA care consults align with required clinical and fiscal tracking, enabling make vs.

buy analysis for all non-VA services. Assists with the development, implementation, and maintenance of timeliness criteria for approving, authorizing, and providing Non-VA Clinical Service.

Timeliness Criteria will adhere to prescribed national timelines and business rules.

Assists with the development, implementation, and maintenance of electronic reporting systems capturing productivity of CITC (NVCC, Choice, and Mission Act) care program staff, assuring all requests for care are processed within appropriate timeframes, prioritized per clinic need, and completed with medical documentation of the requested service.

Assists with the development, implementation, and maintenance of mechanisms to assure that desired care is received by the veteran and that consults are closed when the desired care is received Assists the ACOS with the development, in collaboration with specialty services, standardized packages of clinical services that conform to national guidelines, accepted clinical guidelines and community standards of care.

Assures that clinical review of all requests for non-VA care addresses eligibility, medical necessity, and availability of care within the VA System prior to approval.

Assists with the development and maintenance of relationships with Non-VA care providers so that willing providers exist throughout CAVHS catchment area for veterans requiring Non-VA Care Assists with the development and maintenance of renewed and negotiated agreements with non-VA care fee providers, Choice, and Mission Act Providers so that negotiated amounts conform to national VA guidelines and are fiscally responsible with federal government resources.

Implements the strategic vision, as provided by the ACOS, for the direction of programs and staff in the CITC Assists with the development, implementation, and maintenance of the established methods that assure that all documents related to non-VA care and placed and collected in VISTA Imaging attached to the correct request for Non-VA Care Works with CAVHS Transfer Center to develop and maintain SOPs for Patient Transfers that are following national guidelines and directives.

Motivates all employees to perform at highest level Initiates and participates in system redesign and process improvement activities Actively participates and chairs, as assigned, hospital and service level committees representing CITC Work Schedule: Monday through Friday 7:30am to 4:00pm (may change due to service or patient care needs)
