Full Job Description

This position is open only to VISN 2 current and permanent employees.

The VISN 2 NY/NJ Healthcare System has an opportunity for a Temporary Change in Assignment (Not- to-Exceed 1 Year) for a Chief Medical Officer (CMO). The CMO can work at any VISN 2 VAMC.

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement.

Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.

The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.

Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.

Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.

(NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.

Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs).

PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis.

PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision.

Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English.

Physical Requirements: In Accordance With VA Directive and Handbook 5019 Major Duties:

This position is open only to VISN 2 current and permanent employees.

The Chief Medical Officer (CMO) is a critical member of the interdisciplinary VISN 2 New York/New Jersey Healthcare System leadership team.

The CMO is expected to possess the clinical, managerial and leadership expertise needed to integrate programs within 14 medical centers/clinics and other sites of service in VISN 2 into a coordinated healthcare delivery system.

The CMO functions as a principal member of the VHA VISN 2 Network interdisciplinary staff providing the necessary clinical leadership to actualize the future direction of VISN 2 in the context of the VHA Strategic Plan.

The CMO is expected to be proficient in both the clinical aspects of the organization and delivery of health services, as well as the managerial components necessary to guide large cadres of health professionals in the Network's medical centers, clinics and outpatient facilities.

In addition, the CMO is expected to have the requisite coordinating skills in interacting with academic facilities, veterans service organizations, other VISNs, as well as all other stakeholders doing business with VISN 2.

Knowledge and experience in total quality management, planning and evaluation of programs with particular reference to assessment of cost-effectiveness of programs and advocacy of sensitivity to the needs and aspirations of a diverse workforce are also expected of the CMO.

Additional duties include, but are not limited to: Participating fully as a member of the Network top management team, providing advice and counsel in all aspects of defining and accomplishing the creation of an integrated healthcare delivery system: Establishing multiple ongoing mechanisms for open communication throughout all levels of the Network, whereby Chiefs of Staff, Service Line Managers and other key clinical and administrative Network employees are kept informed of organizational developments that affect them; Participating in both short and long-range planning of all patient care, education and research programs in the Network to enhance both effectiveness and efficiency of clinical, educational and research programs; Managing the Network-wide integration of the clinical service lines; Conducting site visits to Network facilities on an ongoing basis to observe care delivery and monitor compliance with standards of practice; and, Collaborating with the Chief Financial Office of the Network in developing an annual budget and its implementation.
