To qualify for a Physical Security Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Advises and assists activities on security and intelligence programs, plans and policies.

Maintains security education and awareness training and facilitates support for security initiatives.

Conducts site visits to all field activities to conduct physical security surveys, inspections, vulnerability, threat, and risk assessments.

Manages Electronic Security Systems and building access control.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. This is a Expeditionary Civilian (EC) position. The incumbent will be designated as EE, NCE, etc..

In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations.

The incumbent may be required to take part in readiness exercises.

This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall.

Military Reservists selected for an EC position must arrange for a military deployment waiver from the Secretary Service level or transfer to the IRR Standby Reserve prior to appointment to an EC position.

The waiver or transfer will remain in effect while assigned to the EC position. This requirement must be met prior to placement in an EC position.

Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders.

Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location.

Additional allocations are based on the Department of State's determination of a combat zone.

Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.

If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.

If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for early intervention services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Major Duties:

  • Responsible for managing, developing, planning, and evaluating all facets of the Physical Security program for DLA in EUCOM, AFRICOM, and CENTCOM. Conducts physical security inspections/surveys at DLA sites.
  • Serves as a technical advisor to support activities on Anti-Terrorism/Force Protection and physical security matters. Provides threat assessments, threat briefings for Regional Command leadership and personnel.
  • Conducts security training for activity personnel. Conducts all physical security related investigations and recommends actions to preclude recurrence. Acts as the Assistant Emergency Management Officer.
  • Manages building access and control to include the Intrusion Detection System; CAC cards encoding, key FOB program. Takes part and supports readiness exercises to include COOP.
  • Updates and coordinates DLA's Enterprise Protection Risk Management (EPRM) program on all DLA activities in EUCOM, AFRICOM and CENTCOM.
  • Manages multiple security programs with the primary focus of managing the physical security and the Trusted Associate Sponsorship System (TASS) program across the European, African and Middle Eastern Areas of Responsibilities (AOR).
  • Engages and contacts top level military and civilian personnel of major commands, installations, and activities; members of foreign governments; and expert security specialists. Represents DLA at meetings and conferences.
