Job Description

Summary

This job involves working as a physical scientist for a defense agency, focusing on research and development to counter weapons of mass destruction through projects in physics, engineering, and related sciences.

You'll plan programs, evaluate results, manage budgets, and report findings to leaders with minimal supervision.

Key Requirements

  • One year of specialized experience at GS-13 level, including establishing measures of effectiveness for R&D projects, monitoring results, and reporting to high-level officials

  • Experience integrating and coordinating efforts of experts in government and industry on research and development projects, especially those involving breakthroughs or controversial objectives
  • Bachelor's degree in physical science, engineering, or mathematics with at least 24 semester hours in physical science or related engineering fields (transcripts required)
  • Combination of education and relevant experience if not meeting the full degree requirement (transcripts and resume demonstration required)
  • Knowledge of program planning, budgeting cycles, financial controls, and basic financial management principles

This position may be filled using Direct Hire Authority: Z5CAV/Direct-Hire Authority (Certain DoD Personnel) PL 118-31, Sec 125OB (i)(2), 12/22/2023.This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024.

This position is part of the Defense Threat Reduction Agency.

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience in independently establishing measures of effectiveness for R&D projects, monitoring results to assess measures were met and draw conclusions about technical findings and report these conclusions to high level officials; Experience reviewing and drafting statements of work, statements of objectives, evaluation criteria, and reviewing proposals in support of acquisition efforts; Experience integrating/coordinating efforts of others who are themselves experts within the government and industry pursuing research, development, and projects, particularly as they relate to efforts requiring breakthroughs or highly involved controversial objectives.(Experience must be clearly demonstrated in your resume).

Individual Occupational Requirements for this series: A.

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

(Must provide transcripts and experience clearly demonstrated in resume) *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Major Duties:

As a PHYSICAL SCIENTIST at the GS-1301-14 some of your typical work assignments may include: Application of the theories, principles and methods in fields of engineering, mathematics, physics, geophysics, and/or chemistry to research and development of conventional weapons Contribution to planning, development, coordination, and test/evaluation of research and development programs with limited direction and oversight, to address war-fighter requirements for combating weapons of mass destruction Knowledge of program planning and budgeting cycles, financial control and budget systems, and the basic principles of financial management Preparation of papers, briefs and reports for review and publication.

Developing new programs, evaluating existing programs and drawing conclusion to the priority, timing and direction future programs should take, in anticipation of future warfighter needs.
