Four years of substantial experience working in human resources OR an appropriate combination of education and substantial Human Resources experience that demonstrates possession of knowledge and skill equivalent to that gained in the above.
Experience with DCPDS preferred. Must possess a broad knowledge of personnel procedures, policies and practices. Must be skilled in written and oral communication.
Knowledge of Marine Corps active duty and reserve manpower, structure validation, tables of organization (T/O' s), and T/O change request process.
Ability to understand and evaluate the manpower requirements of MCCS and relate those needs to policies and priorities and capabilities.
Knowledge of civilian personnel actions (staffing, pay and benefits, time and attendance, awards, performance management) and civilian manpower management.
NOTE: This position is designated as a critical sensitive position and therefore, at a minimum, requires a Tier 3 Background Investigation (Secret) level clearance.
If selected, completion of a "Declaration of Federal Employment" (OF306) and submit all required paperwork for a Background Investigation, which must be favorably adjudicated.
This is a white-collar position where occasional lifting up to 20 lbs. may be required. Major Duties:
Assists the MCCS Human Resources Director/Deputy in administration of a NAF Personnel Program.
Direct responsibility may include any combination of the following personnel functional areas: employee relations, staffing/recruitment, wage/classification, employee development, labor relations, employee benefits, etc.
Provides expertise, guidance, consultation and support on a wide variety of personnel issues to management officials, supervisors and employees in the area of personnel management.
Performs a variety of duties that require the application of the full range of personnel theories, principles, methods and techniques.
Provides written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, trend analysis and correspondence to managers to foster understanding and acceptance of fact findings and recommendations.
Serves as the command liaison/interface with the Civilian Human Resources Office (CHRO) on classification, recruitment, and other personnel actions for MCCS.
From guidance provided by CHRO, provides technical assistance and guidance in the processing of all MCCS position hires.
Works with CHRO on position upgrades, reclassifications, recruitments, resignations, separations, performance evaluations and other civilian personnel matters, when applicable.
Initiates, tracks and manages Standard Form (SF) 52 and other related personnel actions for HR processing via the Defense Civilian Personnel Data System (DCPDS) and other automated information systems (AIS).
Maintains status of all internal and external recruitments and actively coordinates with hiring managers and HR specialists at all levels to expedite processing of recruitments and other personnel actions.
Ensures counteroffers are consistent and equitable based on HR regulations, previous offers, and the credentials and qualifications of each candidate.
Provides advice and procedural guidance to managers and employees on performance management procedures from guidance provided by the CHRO. Monitors civilian performance evaluations for completion.
Applies understanding of basic classification principles in interpreting classification guides and in providing recommendations on classification actions, position descriptions or other classification matters.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly.
Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards.
Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.
Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other related duties as assigned.
