The primary purpose of this position is to provide assistance and/or advice to leadership of assigned organization on human resource issues, e.g., military/civilian personnel, education/training, and manpower.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GENERAL EXPERIENCE: Applicants must have at least 3 years of general experience, 1 year of which was equivalent to at least the GS-04 level or equivalent in other pay systems.
General experience demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work.

Ideal Candidate: The ideal candidate is a proactive and detail-oriented Human Resources professional with extensive knowledge of HR rules, procedures, and administrative operations.
They must be skilled in analyzing personnel and manpower data to identify trends, resolve complex issues, and provide strategic recommendations to leadership.
Furthermore, the candidate will demonstrate exceptional communication and organizational abilities, with proficiency in using office automation and HR systems to manage programs and support the organization's mission effectively.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of an extensive body of HR rules, procedures, and operations sufficient to support the organization with a variety of interrelated HR administrative work. 2.
Skill in use of various office automation software programs, tools, and techniques used to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
3. Knowledge of structure, programs and work methods - including automated systems (e.g., DCPDS, ETMS) - to accomplish manage unit personnel/manning issues. 4.
Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems. 5.
Skill in gathering, analyzing, and presenting facts, communicating effectively, using tact and courtesy, proper grammar, spelling, capitalization, punctuation, etc. to produce quality work products. 6.
Ability to plan and organize management programs and functions of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Serves as the unit Human Resources Liaison (HRL) with the installation military, civilian personnel, and education & training (E&T) offices on HR issues.
Assists in planning, administering, and monitoring unit manpower resource requirements.
Directly assists the unit commander/director in the technical management of support program functions, such as financial Resource Management (e.g., budget, GPC, GTC), Security, etc.
