Human Services and Public Health (HSPH) is seeking a Payer Relations Manager. As a vital member of the finance team, reporting to the Finance Director, the Payer Relations Manager will provide strategic and operational leadership for HSPH's payer contracting initiatives. This role will be responsible for shaping payer relationships that drive improved value, outcomes, and financial performance across our services.

Location and hours:
This position is hybrid and will be performed both on-site at the Hennepin County Government Center, 300 South 6th Street, Minneapolis, MN 55487, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position you will:
- Supervise a team of two Provider Enrollment specialists to direct the efficacy of the enrollment process and ensure staff development and growth.
- Lead payer performance analysis, identify opportunities to improve networks, offerings and contracts, and manage contract implementations/management.
- Strategize with senior leaders on contract and negotiation opportunities related to fee-for-service and value/risk-based performance contracts.
- Assess overall performance aimed at improving overall value, outcomes, and financial performance.
- Coordinate provider enrollment activities with other departments within Hennepin County.
- Work closely with revenue cycle to understand current revenue issues with payers and communicate with insurance and other payers when we are billing unsuccessfully.
- Assist executive leaders, finance department, revenue cycle, physician services, and other departments as requested with special projects.
Need to have:- One of the following:
- Nine years or more of experience related to organizational operations or programs or a specialty area appropriate to the position.
- Bachelor’s degree or higher in business administration or other field appropriate to the position and five years of experience related to organizational operations or programs or a specialty area appropriate to the position.
Nice to have:- Experience:
- Leading work groups or teams and facilitating meetings.
- Working with Health and Human Services providers in enrollment and/or registration with health plans and programs.
- Charging and billing of healthcare services in government programs and commercial payors.
- Working with hospital/clinic financial and contracting analytical modeling.
- With revenue cycle operations (registration, charge capture, health information management, claims, payment posting).
- Ability to:
- Communicate effectively both verbally and in writing including but not limited to upper-level management.
- Navigate political dynamics and work well with multiple levels of the organization.
- Apply problem-solving skills and make data driven recommendations for action.
- Foster cross-functional collaborations.
- Knowledge of:
- Government and commercial payor requirements for accurate and compliant charging and billing of all healthcare services.
- Hospital revenue cycle operations (registration, charge capture, health information management, claims, payment posting).
- Medical terminology.
