The primary purpose of this position is: To serve as the paralegal to the Department of the Air Force (DAF) Office of Special Trial Counsel (OSTC), including the Lead Special Trial Counsel (LSTC) and OSTC district offices worldwide.
Employee will also serve as an expert data analyst for OSTC in all covered offense data-related requests for information.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0950 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes mastery knowledge of and skill in applying the principles, law, procedures, processes, and methodologies of the Uniform Code of Military Justice, the Manual for Courts-Martial, the Rules for Courts-Martial, the Military Rules of Evidence, or substantially similar United States criminal procedure statutes and rules as they relate to the disposition of covered offense cases, database operability, database code querying, data collection, statistical analysis, and analytical abilities.
OR EDUCATION: Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Expert knowledge of the Uniform Code of Military Justice, the Manual for Courts-Martial, the Rules for Courts-Martial, the Military Rules of Evidence, and/or substantially similar United States criminal procedure statutes and rules is preferred.

Knowledge and expertise in policy and management of government records, records disposition and disposition schedules, system of records development and publication, electronic record maintenance, electronic knowledge platforms, data collection, and data analysis.

Skill and ability in utilizing database platforms on how to accomplish, compile, and synthesize data pulls using standard technology tools, including advanced knowledge of the Microsoft Office suite of applications; Ability to work independently or remotely with minimal supervision and guidance to meet established schedules for on-going projects and short notice taskers.
4. Skill and ability to answer questions, including substantive questions requiring research or technical knowledge.
Knowledge of confidentiality and privacy policy, rules, privileges, rights, and the lawful use or release of sensitive data. 5.
Skill and ability to compile and analyze military justice data and covered offense cases, to identify statistically relevant trends and issues, to analyze evidence, and to draw sound conclusions to formulate visual presentations and communications of said data.

Skill and ability in written and oral communication, interpersonal and public communication skills sufficient to communicate effectively both orally and in writing in representing a significant prosecution organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Provides legal support for the Lead Special Trial Counsel and other Special Trial Counsel.
Manages military justice database information and performs a broad range of military justice data retrieval and consolidation operations to deliver analyses, assignments, and communications.
Assists OSTC personnel with collection of data related to violent criminal offenses and case outcomes, including results of federal court-martial trials.
Manages the day-to-day administrative operations of OSTC, including records management, organizational email, Defense Travel System, Government Purchase Card and shared drive.
