This National Guard position is for a PAINTER, Position Description Number D2127000 and is part of the PA Combined Support Maintenance Shop East, National Guard.
1 or more Position(s) may be hired against this Announcement. APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.
AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Combined Support Maintenance Shop - East AOC 2: NG employees in the DCSG4 (This includes Combined Support Maintenance Shop - West, Director of Logistics, State Surface Maintenance Office, FMS's 2, 4, 5, 9, 10, 16, 17, 24, 27, 28, 29, and 33, and the United Training Equipment Site) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED E1-E7 Supervisor for this position is SFC Donley *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience or training which demonstrates the candidate's knowledge of surface preparation (removal of rust, dirt, paint, etc); coating methods (brushing, rolling, and spraying); and coating materials (paints, varnishes, shellacs, etc).
Must have the ability to use tools and equipment associated with the painting trade and to read and interpret directions.
SPECIALIZED EXPERIENCE: Applicant must indicate experience or training which demonstrates the candidate's knowledge of any surface preparation and coating methods and techniques.
Skill in building up, shaping, and leveling surfaces with metal and synthetic resins, plastics, and patching compounds; obtain finely smoothed surfaces with abrasive compounds, pumice, and rottenstone; even out dents and scars by burning-in processes; and treat surfaces with pre-coating agents.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying.
Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Major Duties:
As a PAINTER, WG-4102-09, you will prepare surfaces (i.e. metal, wood, and glass) by removing rust, paint, and loose particles.
Prepare coating materials using guidelines set by the manufacturer by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives) needed for the different coatings to work properly and achieve necessary surface appearance.
Apply coating using acceptable methods of the trade to include special finishing techniques to achieve desired results.
Monitor and adjust air pressures in paint booth, controls heat settings and drying times in drying booth to achieve proper surface adhesion of coatings.
Apply Chemical Agent Reactive Coating (CARC) materials in accordance with specifications and dimensions. Perform other duties as assigned.
