The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of NC1392, Operations research Analyst, GS-1515(11)-13.
Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
At least 3 of the 24 semester hours must have been in calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems.
Examples of specialized experience includes experience in basic principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures.
Experience in mathematics and analysis to perform minor phases of a larger assignment and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
OR EDUCATION: 1 full year of graduate level education. NOTE: Provide copy of college transcript.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Experience of mathematics and analysis to perform complete studies of limited scope or work as a team member on specific problems of a major study, and prepare reports, documentation, and correspondence to communicate recommendations/conclusions clearly.
OR EDUCATION: Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Experience and skill in applying and adapting standard approaches to gather, analyze, and evaluate information concerning complex processes, operations, or questions typified by conventional relationships.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
Examples of specialized experience includes experience of NORAD and USNORTHCOM domain awareness, information dominance, and decision superiority of the DOD and Canadian DND regulations, policies, and processes guiding development, validation, and verification of military requirements and technology development of systems.
Experience of one or more specialized areas of operation research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): GS-1515-07-12 - Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of basic principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures.
2. Knowledge of mathematics and analysis to perform minor phases of a larger assignment and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
3. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform routine to difficult but well precedented assignments in operations research analysis.
KSAs GS-1515-07-12 CONTINUED IN EDUCATION PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

DUTIES -GS-07-13 Responsible for leading the efforts in support of the Science and Technology, Research and Development and Innovation (STRDI) Strategy, Organization, Planning and Execution.
Utilizes scientific inquiry in the independent development and analysis of existing mathematical models and computer programs to support assigned campaigns, projects, studies, or problems.
Develops informational and engagement papers for Top 5/Senior Leader review in preparation for advanced technological capability presentations.
