Job Description

Summary

This job involves using math, statistics, and data analysis to study and improve military personnel management processes at the U.S. Army Human Resources Command in Fort Knox, Kentucky.

The analyst will design studies, analyze data with computer tools, and provide recommendations to enhance programs.

Key Requirements

  • Bachelor's degree in operations research or related field with at least 24 semester hours in operations research, mathematics, probability, statistics, or similar subjects, including 3 hours in calculus

  • Proficiency in computer programs such as SAS, Microsoft Excel, and Vantage for data extraction, collection, and analysis

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Position is located at Human Resources Command (HRC), Officer Personnel Management Directorate (OPMD), at Fort Knox, Kentucky.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.

At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes administering studies to generate recommendations for new programs and approaches focused on organization's requirements; conducting analysis of research sufficient to complete assignments; and evaluating data to provide significant recommendations to program advancement.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Major Duties:

  • Perform independent studies that require the design, development, and adaptation of mathematical, statistical analysis, and other scientific methods.
  • Utilize computer programs (at a minimum, SAS, Microsoft Excel, Vantage) to extract and collect raw data and reduce it to the most usable format.
  • Use quantitative analysis and critical thinking to analyze a situation and derive solutions, develop conclusions and alternative courses of action.
  • Interpret regulations, reports, and other directives and presents study findings and conclusions, to include criteria used, key assumptions made, and major alternatives considered.
