Conditions of Employment (cont.): This is a Term position NTE 13 months; the individual selected for this position may be extended without further competition.

Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.

This position has been designated by the Agency as a Testing Designated Position (TDP) under the Agency Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Agency, national security, and public safety. This position is emergency essential (E-E).

The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.

During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises.

This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.

This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.

Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation.

A non-disclosure agreement must be signed.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes substantial knowledge of force management planning and execution formats and guidance, processes, joint programs, activities, missions, policies, and objectives; applies analytical and evaluative methods and techniques for assessing rotational and emergent force requirements; Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans for participating in or conducting force management operations; Comprehensive knowledge of the analysis principles, practices, and techniques required to perform studies, and develop recommendations on issues related to force management planning in order to improve concepts, resolve problems, and gain effectiveness and efficiency.

Directs the force management program segment as it pertains to crisis planning/current operations. Program segment directly affects the efficiency of the USCENTCOM force management program.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Joint Operation and Planning Execution System (JOPES) and Global Force Management (GFM) concepts and operations, policies, objectives, activities and methods.

Knowledge of major joint and combined programs, analysis principles, practices and techniques required to perform studies and develop recommendations on issues related to joint resolve problems, gain effectiveness and achieve goals/objectives for short and long range implementation.

Skill and ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations.

Ability to plan, organize, and lead other in studies or projects and to negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.

Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.

Ability to access or locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Summary: The primary purpose of this position is: To serve as a Joint Operations Planning Specialist for Headquarters, United States Central Command.

Serves as a Command expert in operations planning providing overall recommendations dealing with Contingency Planning, Crisis Action Planning and Adaptive Planning dealing with Joint Operation Planning and Execution System (JOPES) policies, procedures, products, planning formulation.

The incumbent provides Global Force Management (GFM) subject matter expertise to the numerous, complex, and varied day-to-day operational planning activities in support of achieving the National Defense Strategy objectives.

Duties: Serves as the Command focal point for ensuring GFM equities are fully incorporated into contingency and crisis response operational planning, applies operational experience to analyze, research, plan, develop, coordinate, formulate practical and innovative solutions, make recommendations, and evaluate detailed plans, goals, and objectives for short, mid, and long-range implementation of assigned tasks to support U.S.

Central Command's overall goal achievement.

Serves as the principal plans officer representing USCENTCOM on Theater Campaign Plan Decision Points, deliberate campaign planning, Concepts of Operation (CONOPS) and contingency operations related to GFM; including formulation of operationally feasible force employment solutions that meet emerging issues.

Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
