The Colorado Workforce Development Council (CWDC or “the Council”), is a business-led council representing business, economic development, education, workforce, and government throughout Colorado.

The CWDC is the State Workforce Development Board for Colorado.

The CWDC Office is the work unit that supports the Council and is housed in CDLE for administrative efficiencies, however, it exists to support all state agencies related to economic development, education, and workforce in achieving excellence in service delivery to business, including effective and efficient government policies and elimination of unnecessary barriers (red-tape) that negatively affect business’s ability to thrive and create jobs in Colorado.

The Council Office exists to provide strategic, administrative, technical, and logistical support to the Colorado Workforce Development Council (CWDC), its sub-committees, and its task groups, and related boards or commissions.

The unit administers and/or collaborates on the federal Workforce Innovation & Opportunity Act (WIOA), and statewide workforce system programs, grants, and initiatives.

The unit represents and makes recommendations to the Governor on issues related to WIOA and other workforce issues.

The unit facilitates collaboration among state agencies and partners to ensure effective and efficient leveraging of resources and to help reduce redundancy, including managing the support needed to ensure the success of this collaboration of partners and agencies.

The CWDC work unit carries out the recommendations and work plans mandated by the CWDC members according to the rules and regulations of the Colorado Department of Labor & Employment (CDLE).

This position exists to manage all internal and external operations functions of the Colorado Workforce Development Council (CWDC).

The Operations Coordinator is responsible for managing operational projects and initiatives from inception to completion and coordinating with other internal and external team members as appropriate.

The Operations Coordinator develops project scopes, budgets, and goals, and presents to the Assistant Director, Systems Innovation for approval.

The Operations Coordinator is accountable for implementing timelines and deliverables and ensuring they are met.

Role is responsible for training, supporting, and coordinating internal CWDC team members to ensure implementation is carried out in a timely and effective manner.

These projects are critical to CWDC operations and success, and often span several months.


Examples of internal operations include: identifying and managing the CWDC’s procurement and contracting needs from inception to monitoring; serving as the CWDC’s internal operations expert; managing the budget development and expense management processes and coordinating monthly budget meetings with CWDC budget managers to review and reconcile expenses; working with the Council’s Grant Managers to ensure all relevant compliance requirements are met and related issues are resolved; works with the office of OSC for guidance on all Grant Agreements and grant management practices; overseeing CWDC’s budget by managing multiple complex funding sources;; managing business and benchmark metrics; and acts as CWDC’s liaison to the CDLE Human Resources.


This position must exhibit professionalism and the political tact to be able to deal with a variety of situations and individuals from various demographic, geographic and industries in Colorado.

This position involves working with high level business representatives from every geographic region of the State as well as the Executive Directors of State Agencies, local workforce representatives, local elected officials, and the staff from the Governor's Office.

It requires a great deal of political tact and an inherent ability to read situations and adjust appropriately.

Minimum Qualifications:

Experience Only:

Six (6) years of relevant experience in an occupation related to the work assigned to this position to include:

  • Strong project management and coordination skills with experience managing projects from concept to delivery while meeting fixed deadlines
  • Program management experience that includes contract negotiations, statement of work development, coordination across multiple state entities, compliance monitoring and reporting preferred
  • Strong relationship-building skills and ability to communicate and collaborate effectively with a variety of stakeholders including executives, state and local partners, staff members, clients and vendors
  • Proficiency in budgeting and financial management including experience reviewing and interpreting financial reports, developing and managing spreadsheets, financial oversight and compliance (particularly with requirements of state and federal policies and funding sources)

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years

  • Ability to think systemically while also executing responsibilities on time and with careful attention to detail
  • Professional demeanor and ability to handle and maintain sensitive and confidential material with discretion
  • Experience performing similar duties as a State of Colorado classified employee.
