Job Description

Summary

This job involves leading a team of press operators in setting up, running, and maintaining large offset printing presses to produce high-quality printed materials for government agencies.

The role requires hands-on expertise in printing operations while supervising others to ensure deadlines and quality standards are met.

Key Requirements

  • Skill in reading and interpreting printing instructions, including job tickets, press specifications, paper stock, ink requirements, and finishing instructions
  • Completion of a formal apprenticeship, GPO journeyperson training, or equivalent practical experience in printing
  • At least one year in a career or career-conditional appointment at GPO, or a baccalaureate degree plus three years of responsible printing experience equivalent to journeyperson level
  • Two years of printing industry experience, with one year at or comparable to GS-12 level
  • Ability to inspect work, detect irregularities using control panels, and make adjustments to ensure quality and meet deadlines

This position is part of the To qualify for the position, you must meet the following requirements: Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of a Offset Press Operator Leader.

Applicants must meet the following Screen-Out element to be considered for this position: Job Element #73 Ability to lead or supervise (SCREEN OUT) to be considered for this position.

Applicants must also have experience and/or training of sufficient scope and quality, to independently perform the duties, which are: 1) setting up, operating, and maintaining multi-color offset sheet-fed presses (up to 7 units with split fountains) and screen-printing presses.

2) leading press operators or printing personnel. 3) reading and interpreting printing instructions such as job tickets, press specifications, paper stock, ink requirements, and finishing instructions.

In addition to the above SCREENOUT: GPO applicants must have: (1) completed a formal, recognized apprenticeship or GPO journeyperson training program, or possess substantially equivalent practical experience in the trade of the vacant position.

AND (2) served a minimum of one (1) year in a career or career-conditional appointment in the GPO; OR (1) a baccalaureate degree or three (3) years of responsible experience in the printing industry equivalent to, at a minimum, the GPO journeyperson level.

AND (2) two (2) years of experience in the printing industry of a scope and quality sufficient to carry out the duties of the vacant position, one (1) year of which must have been at or comparable to the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement to be considered.

Major Duties:

  • Monitors and coordinates the work of Presspersons and Printing Plant Workers on the equipment they are assigned.
  • Ensures that needed plans, blueprints, materials, and tools are available, and that needed stock is obtained from supply locations.
  • Urges or advises other workers to follow instructions received from supervisors, and to meet deadlines.
  • Inspects work in progress on a continual basis, using control panels to identify processing problems and to detect irregularities, makes adjustment as necessary to ensure quality is adhered too and to meet required deadlines.
  • Sets up and monitors the equipment by synchronizing the multiple workstations and making precise adjustments for sequencing, timing, and movement between stations to provide a continuous flow of work.
