Summary

At the Financial Crimes Enforcement Network (FinCEN), we are at the forefront in preventing and detecting terrorist financing, money laundering, and other financial crime.

Serve at the nation's financial intelligence unit and protect the United States financial system from criminals and terrorist financiers.

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service.

One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Specialized experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service.

Specialized experience for this position is defined as: -Overseeing whistleblower or similar matters including the intake and investigation of tips and leads, the assessment of award claimants eligibility, and recommendations to approve or deny claims; AND -Developing and implementing programs, policies, or strategies to address Bank Secrecy Act (BSA) or similar violations (e.g., economic sanctions administered by the Office of Foreign Assets Control (OFAC)) committed by financial institutions, non-financial trades or business, or individuals; AND -Collaborating with high-level officials, as well as internal and external stakeholders, to effectively and efficiently create systems and processes to manage workflow.

Major Duties:

This position is located in our Office of the Whistleblower (OWB).

As the OFFICE OF THE WHISTLEBLOWER DIRECTOR, you will: Establish strategic direction and priorities for the OWB with the aim of advancing the enforcement and compliance goals of FinCEN, the Office of Foreign Assets Control (OFAC), and other offices or departments that are served by the OWB.

Manage and provide leadership over the whistleblower program administered by the OWB, including the tip intake and award adjudication processes, public outreach and education, and coordination with a range of stakeholders including, but not limited to, law enforcement and regulatory partners, whistleblowers, non-governmental organizations, and private sector participants.

Serve as the OWB's subject matter expert for all whistleblower program-related questions from the public, FinCEN, OFAC, or other offices or department that are served by the whistleblower program administered by the OWB.

Initiate and oversee the development of written products involving important whistleblower issues, policies, guidelines, analyses, and procedures with respect to the BSA that must be tailored to specific audiences.
