Headquarters negotiable within Lowcountry area.

Provides leadership for public health nursing within designated area, ensuring compliance with DPH policies, the SC Nurse Practice Act, and national standards. Oversees practice development, workforce engagement, and statewide emergency preparedness.

Supervision of Clinical Staff:
Collaborates with Operation Directors and Health Department Managers to assure clinic staffing needs are met. Responsible for hiring, retention, and supervision of clinical staff to maintain appropriate staffing levels statewide. Direct staff supervision to include Employee Performance Management System (EPMS) review, planning stages, position descriptions, succession planning, time reports, and progressive discipline. Ensure communication of goals, objectives, policies, and procedures both up and down the chain of command through 1:1 or Team meetings, huddles and other verbal or written forms of communication. Monitor Cardio-Pulmonary Resuscitation (CPR) / Automatic External Defibrillator (AED)/First Aid certification renewal.
Nurse Practice Oversight:
Collaborate with Office of Professional Practice to ensure DPH policies, SC Nurse Practice Act, and State Board requirements are met to include licensure verification and credentials, competency through practice observation and evaluation. Serve as credential reviewer for nursing staff evaluations when reporting to non-nursing supervisors. Promote nursing scholarship and recognition programs (e.g., Palmetto Gold, Nurses Week). Engage nursing staff through the Nurse Practice Council (NPC) to advance professional development and strategic priorities.

Health Education / Promotion:
Assists with workforce development; engages schools and universities. Coordinate nursing student placements; adhere to approved. Memorandum of Agreements (MOAs) and serve as primary point of contact. Educate stakeholders and monitor legislation affecting public health. Apply nursing and public health sciences to guide education and advocacy efforts. Represent DPH at area and state leadership meetings.

Public Health Preparedness:
Serve as Medical Equipment Power Shelter (
MEPS) Triage Trainer/Coordinator; provide annual MEPS and emergency response training. Participate in disaster planning and response; maintain clinical competencies. Available 24/7 during emergencies.

Requirements

State Minimum Requirements: Graduation from an accredited school of nursing and related nursing experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Additional Requirements: Graduation from an accredited school of nursing and related nursing experience. Licensure as a registered nurse by the State Board of Nursing for South Carolina.

Current State of South Carolina or Compact state Registered Nurse licensure upon hire. South Carolina licensure obtained within 30 days of employee start date.

Knowledge of the principles, practices, theories, and techniques of nursing; knowledge of the nursing role in regards to public health concepts, principles, and practices; Knowledge of community/population health screening, assessment, and diagnostic process; knowledge of educational principles, epidemiology, systems analysis, and research methods; excellent verbal and written communication skills; team-building, collaboration, negotiation, problem solving, and consensus building skills; ability to lead and delegate; ability to conduct surveys and research for data collection, planning, translation, and analyzation for planning; ability to manage personnel concerns, understanding of the social determinants of health.

Works independently under limited supervision of the Service Delivery Section Director. Functions at a high level of autonomy, utilizing sound administrative and clinical judgment.

May be required to work beyond normal work hours, including weekends and holidays. Current driver's license or ability to obtain transportation in order to fulfill job duties.

May be required to use personal vehicle Basic Life Support (BLS) and First Aid certification within the first six (6) months of employment and maintained thereafter.

Works closely with Office of Professional Practice as it relates to nursing practice.

Qualifications

Master's degree in nursing and supervisory or management experience in a healthcare setting/system. Five (5) years of experience as a Registered Nurse; three (3) years of experience in public/community health nursing, consultation, and administration.
