The Opportunity

WSDOT is seeking a collaborative and strategic leader to guide and oversee the Multi-Agency Permit Program within the Compliance Solutions Branch of the Headquarters Environmental Services Office (ESO).

In this role, you will advance WSDOT’s strategic priorities, ESO’s Business Plan, and agency policy by delivering coordinated, efficient, and predictable environmental permitting services in alignment with RCW 47.85.020.

The Multi-Agency Permit Program Supervisor will lead and supervise a team responsible for project-level permitting support, statewide general environmental permits, workforce development and training, and supporting agency permitting policy and procedures.

You will work closely with regulatory agencies, project teams, and managers across WSDOT to streamline processes, strengthen partnerships, and deliver practical, solutions-oriented outcomes.

The ideal candidate brings deep expertise in environmental permitting, strong leadership and communication skills, and the ability to navigate complex, multi-agency issues and environments with clarity and confidence.


What to Expect

Among the varied range of responsibilities held within this role, the Multi-Agency Permit Program Supervisor will:

  • Lead, facilitate, and supervise an effective statewide multi-agency permit program that supports WSDOT’s business needs and ensure timely, high-quality, solutions-oriented customer service and project delivery.
  • Oversee day-to-day program operations by assigning work to program staff, facilitating regular program meetings, and administering a biennial work plan, performance measures, and program priorities aligned with Branch goals.
  • Administer and monitor a biennial budget of approximately $3.5 million, including financial planning, tracking expenditures, preparing budget requests, and developing and overseeing service contracts and scopes of work.
  • Supervise, guide, coach, and support program staff and consultants by establishing expectations, assigning work, reviewing deliverables, providing feedback, and fostering a collaborative and high-performing work environment.

    Work commonly performed by the program includes, but is not limited to, supporting project-level environmental permitting, managing statewide general permits, coordinating with regulatory agencies, and providing permitting services across all phases of transportation project delivery, including Clean Water Act Sections 404 and 401, Hydraulic Project Approvals, Shoreline permits, and other federal, state, and local environmental approvals.

  • Provide responsive environmental permitting support to WSDOT projects and programs by coordinating staff and resources to deliver consistent, high-quality regulatory compliance and permitting services.
  • Provide technical guidance on environmental permitting requirements and strategies, advising staff and customers on permitting approaches, resolving complex issues, and supporting project teams in meeting regulatory requirements.
  • Lead coordination with regulatory agencies and external partners, including negotiating and managing interagency agreements and participating in interagency forums, work groups, and collaborative efforts that support streamlined permitting and program delivery.
  • Develop and maintain procedures, guidance, tools, and training to support consistent implementation of environmental permitting policies and requirements across WSDOT.
  • Support workforce development by identifying training needs and contributing to the development and delivery of training for staff and consultants involved in environmental permitting.


Qualifications

  • Ability to provide technical leadership and expertise to ensure effective, consistent delivery of environmental permitting deliverables and services in transportation design, construction and operations or a closely related field.
  • Demonstrated knowledge of applicable laws, regulations, rules, policies, and procedures, including federal, state, and local environmental permits, approvals, and associated technical studies and deliverables, and applying this knowledge to guide program staff and customers.
  • Demonstrated ability to perform, lead, or directly support hands-on environmental permitting work, ensuring adherence to regulatory and organizational standards.

  • Ability to lead, supervise, coach, or coordinate a team of staff and consultants performing environmental permitting work, including providing direction or guidance with or without formal supervisory authority.
