The incumbent serves as a Medical Instrument Technician in the Cardiology Section of the Medical Service at the Washington, D.C., VA Medical Center.
The duties are entirely independent, requiring on-the-spot, continuous decisions about the quality and interpretability of the images being acquired in real time.
The skill set requires immediate recognition of normal and abnormal cardiac structures, followed by the ability to focus the examination to obtain all necessary measurements.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements: Citizenship. Citizenship of the United States: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: To be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA, applicants must be proficient in written and spoken English Education.
There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels.

Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities.

Grade Determinations: Experience - GS-09 One year of experience of the assignments and knowledge, skills and abilities, equivalent to the GS-09 grade level.

Medical instrument technicians (echocardiography) perform a range of standard, but complex, echocardiographic examinations with responsibility for calibrating all instruments prior to the procedure.
They are expected to keep an accurate record of tests, daily logs, and videotapes. They maintain cidex logs.
For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time.
Demonstrated Knowledge, Skills, and Abilities GS-09 Knowledge of the more complex examination and treatment procedures and techniques in order to provide training and supervision in these procedures, to evaluate and initiate performance improvement projects, and to write policies, procedures, and protocols, that pertain to Echocardiography.
Knowledge of JCAHO and other regulatory requirements. Ability to communicate effectively and professionally with employees at varying grade levels.
Demonstrated Knowledge, Skills and Abilities (KSAs) GS-10(KSAs 1, 2, and 3 are appropriate for all positions at this level.
KSAs 4 and 5 are to be used in accordance with their appropriateness for the specific assignment.) Advanced knowledge of complex and non-standard treatment and examination procedures and techniques.
Ability to plan and assist in the establishment of a completely integrated treatment and examination program.
Ability to evaluate new products and equipment and make recommendations concerning developments which would improve operations.
Ability to manage the fiscal matters of the functions supervised (which would include fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of and ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluation; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions.

Physical Requirements: While performing duties of this job the Echocardiography Technician is frequently required to stand, walk, and bend and reach.
Must be able to assist disabled patients to scanning bed. Must be able to lift and/or move over 20 pounds. They must have good manual dexterity and keyboarding skills. Major Duties:
Duties include, but not limited to: Assignments include elective, urgent, and STAT studies throughout the hospital including but not limited to general inpatient, ICU, emergency department, and catheterization lab settings.
Transthoracic echocardiograms are obtained entirely by the technician using all modalities such as M mode, 2D, 3D, color Doppler, spectral Doppler, contrast, strain and any other approved technique that emerges over time.
Transesophageal echocardiograms require the involvement of the physicians; image acquisition is often assisted by the MIT.
Stress testing is also conducted with the MIT performing a critical role in image acquisition.
The incumbent routinely communicates STAT findings to clinicians as needed including, but not limited to: Tamponade, large/moderate effusions, severe valve disorders, critical valve lesions such as endocarditis, new findings of severely reduced ventricular function and so forth.
The MIT obtains studies and makes specific technical measurement in a timely fashion so that the interpreting MD has the study available for analysis and reporting.
The MIT assists with completion of reports as needed to assure that they are present in all hospital EMRs and are thus available for widespread use in clinical care.
The echo tech must interact with many people, veteran patients and their family members or friends accompanying them, clinicians including medical students, house officers, cardiology trainees and attending physicians, RNs, RNPs, DNPs, PAs and other technicians.
They will need to obtain medical information from the patient, such as related to the symptoms for which the study is being obtained.
Thus, there is a substantial need for medical sophistication, in terms of both language and knowledge of cardiac disorders.
The incumbent will have knowledge of the processes for Reusable Medical Equipment (RME) as required by this position.
The incumbent will be required to maintain current knowledge of the Standard Operating Procedures (SOPs) which document the processes and procedures for cleaning, disinfection, sterilization and preparation of RME appropriate to this position.
The incumbent will be able to demonstrate their ability to utilize an acceptable proficiency in the use of RME appropriate to this position.
Work Schedule: Monday - Friday 8:00am - 4:30pm Pay: Competitive salary and regular salary increases.
When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
