Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of International Affairs, Mission Support Directorate, International Center of Learning, located in Washington DC.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Designing, developing, and evaluating comprehensive training programs to address organizational needs, ensuring alignment with agency goals and regulatory requirements.

Conducting needs assessments and gap analyses to identify workforce skill deficiencies and recommended targeted training initiatives to enhance employee performance.

Leading cross-functional teams in the delivery and implementation of training solutions, including instructor-led courses, e-learning modules, and blended learning approaches.

Providing expert guidance to management and staff on training policies, procedures, and best practices, interpreting applicable regulations and adapting programs to meet evolving requirements.

Representing the organization at training forums and working groups, presenting findings, sharing best practices, and collaborating on the development of training strategies.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/17/2026.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

This position supports the development, implementation, and evaluation of an enterprise-wide international training curriculum for CBP personnel.

This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10).

Typical duties include: Supporting the comprehensive development, implementation, and continuous improvement of an enterprise-wide international training curriculum.

Developing new instructional materials, incorporating updated content, and providing direct instruction to participants on a diverse range of topics pertinent to international operations.

Building curriculum and training materials to train Attachés, International Relations Specialists, and other international community personnel to fully perform successfully in their positions, encompassing the establishment of goals and objectives, drafting realistic scenarios, instruction design and development, and the ultimate delivery of such specialized training.

Providing professional and development opportunities for employees in line with Individual Development Plans, monitoring and ensuring compliance with required trainings such as ACADIS, Senior Leadership Training (SLT), and Advanced Senior Leadership Training (ASLT).

Managing pre-deployment training for CBP personnel assigned to foreign duty locations, collaborating closely with Department of State (DOS) and Department of Homeland Security (DHS) partners.
