Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, USBP Headquarters, Mission Support Directorate, Human Capital and Training Division (HCT), please see "Duties" section for a list of available duty locations.

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with projects and performing studies and projects to address technical issues and problems characterized by complex, controversial, and sensitive matters that contain interrelated issues in managing the workforce of USBP.

Managing base pay, premium pay, overtime, and leave entitlements and administration.

Generating and maintaining various reports, thereby providing updated information for CBP's internal Table of Organization (TO) tracker and monitoring tickler reports and staffing tables.

Coordinating with the supervisor and staff to ensure receipt of documents and that actions are completed in a timely manner.

Assisting with administrative operations within headquarters, and sector and station field offices. Education Substitution GS-11: A Ph.D.

or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related.

Combining Education and Experience GS-11: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify for that grade level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grade GS-11.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Carrying out projects and performing studies and projects to address substantive technical issues and problems characterized by complex, controversial, and sensitive matters that contain interrelated issues in managing the workforce of USBP.

Implementing policies relating to the sector management policy, procedures, and other matters affecting USBP administrative programs with senior leadership's approval.

Developing and coordinating hiring plans by obtaining input from program officials.

Resolving problems and implementing program improvements as required by developing new and modified workforce management methods, approaches, and procedures for delivering effective services to customers.

Generating and maintaining various reports, thereby providing updated information for CBP's internal Table of Organization (TO) tracker and monitoring tickler reports and staffing tables.

This position starts at a salary of $74,678.00 (GS-11, Step 1) to $113,378.00 (GS-12, Step 10) As a Mission Support Specialist, you will plan and carry out a wide variety of administrative, program planning, and workforce and position management activities related to the missions and functions of USBP.

Typical duties include: Performing various and significant types of review and management analysis embracing all areas of administrative activity in support of HCT.

Participating and contributing to management decisions in assigned program areas Applying a wide range of workforce structure and position management concept, laws, policies, practices, and analytical diagnostic methods and techniques to address administrative issues and problems.
