Note: Actual salary includes locality pay (15-40%+ depending on location).
This role involves overseeing mission assurance and continuity of operations for the U.S.
intelligence community, including monitoring global threats, developing emergency plans, and coordinating with partners to keep operations running smoothly during crises.
It requires staying alert 24/7 in a high-pressure setting, analyzing intelligence, and briefing leaders on potential risks.

The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise.
This includes synchronizing policy, plans, procedures, and cross-functional issues.
The COO oversees all ODNI business operations, including such areas as human resources, internal policies, finance and budget, information technology, security, facilities, and information management.
Position is primarily located in Liberty Crossing (LX) with ability to report or travel to alternate locations as needed to support mission requirements.
Ability to work rotating shifts of 12.5 hours in a fast-paced demanding environment. Thorough Knowledge of defense, domestic, and national IC collection issues and capabilities.
Thorough knowledge of the ODNI and larger IC mission, operations, tradecraft, capabilities, and requirements.
Ability to work effectively with senior leadership to build consensus on contentious issues and to foster a collaborative work environment across the ODNI, IC and mission partners.
Thorough knowledge of intelligence production and analytical methodologies, including strategic gaming, employed in the strategic forecasting/futures domain.
Ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Ability to make assessments of time-sensitive issues, adjust priorities, and change focus quickly as demands change.
Ability to understand substantive and administrative issues, exert influence to senior leadership, communicate cogently and effectively with people at all levels (both internal and external), brief management on reviews and findings, and organize and edit written reports of varying length and complexity.
Ability to work effectively both independently and in a team or collaborative environment, coupled with established and effective interpersonal, organizational, and problem-solving skills.
Bachelor's Degree. Major Duties:
Develop and disseminate ODNI's COOP strategic communications plans and related documentation including contingency plans, operational plans, and other plans that contribute directly to synchronized operations, planning, and exercise support.
Maintain 24/7 global situational awareness by independently researching and analyzing raw intelligence reporting and maintaining awareness of current intelligence issues.
Monitor, sort, prioritize, and analyze intelligence and operational message traffic.
Evaluate COOP strategies and plans, identify issues in a timely manner, and provide initial recommendations to resolve efficiently and effectively.
Maintain productive working relationships with ODNI staff, other IC organizations, and private service providers in order to effectively respond to COOP issues, and coordinate strategic planning, best practices, lessons learned, programming, and policy issues.
Develop strategic networks of working relationships with colleagues, experts, and customers throughout the IC to broaden the IC'S 24-hour alert and warning support function's customer base and establish lines of communication and leverage the relationships to fulfill the mission of the Operations Center and ensure progress toward achieving organizational goals.
Consistently seek customer feedback on outputs and services in order to gain insight on their level of satisfaction. Continuously work to improve internal processes in order to meet customer needs.
Develop and implement strategies to augment and extend strategic collection capabilities, and coordinate with national, defense, and domestic authorities to ensure alignment with key intelligence priorities.
Develop and disseminate oral briefings and written reports to ODNI leadership on intelligence issue activities and/or threats.
Develop and provide structured recommendations and innovative solutions for collection enterprise situational awareness on the status and employment of collection capabilities.
Participate in the preparation of reports and oversight material for collection enterprise situation awareness, to ensure substantive accuracy and consistency with applicable policies and statutes; edit and provide quality control review of written products.
