Metro Transit’s Contracted Services Section within the Mobility Division is hiring a Metro Flex Program Manager to lead contract management of the on-demand microtransit program, Metro Flex.
This Program Manager is responsible for oversight of daily operations of Metro Flex, serving as the first internal point of contact for contract compliance, customer service, program budget, rider communications, reporting, risk/safety, and service delivery.
The ideal candidates for the position will possess proven contract management experience and excellent communication skills, be able to work autonomously, and successfully prioritize and deliver multiple priorities and efforts at a high level.
A typical day is fast-paced with tasks shifting between tactical, operational, and strategic.
The Mobility Division is currently undergoing an expansive, division-wide strategic planning effort to integrate Contracted Services into an easier to use, more efficient model.
The ideal candidate will lead the Metro Flex program to adapt through this effort to continue to deliver what our customers expect while responsibly stewarding public resources.
About Contracted Services and the Community Transportation Services Team:
The Community Transportation Services team helps to deliver Metro Flex, alongside other Flexible Services such as Community Van, Dial-a-Ride Transit (DART), and Community Access Transportation (CAT).
The Metro Flex Program Manager reports to the Community Transportation Services Chief and works closely with staff and leaders in the Mobility Division and beyond to ensure successful operation of the program.
The Metro Flex program works closely with internal partners including Service Development, Marketing, Community Engagement, and Government Relations.
Additionally, this position will work with external community and agency partners.
About Metro Flex:
Metro Flex is an on-demand neighborhood microtransit service, with 10 service areas across 80 square miles of King County. Trips can be booked through mobile app, over the phone, or on a website.

This recruitment will be used to fill 1 Career Service position. In addition, this selection process may be used to generate an eligibility pool for future Career Service, Special Duty Assignment, TLT (Term Limited Temporary) or STT (Short Term Temporary) vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.
Requirements

Although not a comprehensive list, primary job duties along with other duties as assigned for the Metro Flex Program Manager follow:
Operational Management and Oversight
- Oversee daily operations provided by the Metro Flex contractor.
- Budget oversight, planning, and accountability for the Metro Flex program, including invoice payment.
- Support evaluation and management of agreements/contracts with applicable external agencies, jurisdictions, and/or contractors.
- Coordinate with internal and external stakeholders on service activities and interact with contractors as needed.
- Ensure service is operated in compliance with contract standards and work with contractor to improve performance as necessary.
- Other duties as assigned.
Planning and Strategic Development
- Support short and long-range planning, analysis, reporting for programs and projects.
- Support coordination with internal/external stakeholders to understand the mobility needs in our community, fill gaps in service, and/or enhance the customer experience.
- Develop briefing and decision Memos for upper management regarding Metro Flex.
- Analyze service data and processes to make recommendations for service improvements, expansion, or cancelation if applicable.
- Seek other funding partnerships (jurisdictions or grants) to expand mobility options for customers in our region.
- Other duties as assigned.
Program Management
- Lead, attend, participate and/or contribute to intra-agency work teams, core planning team, implementation teams, individual project teams and committees as appropriate to include preparing content, materials and information graphics for program briefings and updates as needed.
- Represent Metro Flex in a wide range of settings including advisory groups, technical advisory committees, project meetings, and professional conferences and webinars.
- Work collaboratively with a diverse group of individuals from a variety of different positions and backgrounds; be adept at finding win-win solutions, ability to align self, team, and agency goals.
- Demonstrate a commitment to equity, social justice, and sustainability.
- Other duties as assigned.
Qualifications
Minimum Qualifications:Bachelor's Degree in Transportation Management, Logistics, Planning (Land Use, Urban, Regional, Transportation, Environmental), Business, Public Administration, Economics, Technology or related field and work experience in transportation management, shared mobility, demand management OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work, including the following:
- Demonstrated knowledge and experience in transportation focused project and program management, implementation, and analysis
- Prior experience supporting program operations
- Demonstrated experience with contract/agreement monitoring and oversight
- Demonstrated comfort and ability in managing multiple projects simultaneously in a fast-paced environment
- Ability to engage productively, collaboratively, and while finding common ground on project teams of all types
- Ability to effectively conduct analysis and present findings to decision-makers
- Excellent writing skills showing ability to effectively develop options analysis and recommendations; and translate and interpret quantitative and technical information to non-technical audiences
- Strong presentation skills, including a proven ability to create and give dynamic presentations through excellent verbal, written, and presentation skills
- Experience working collaboratively and successfully with a diverse group of individuals from a variety of different positions and backgrounds, ideally with various level of local governments and the public
- Excellent interpersonal and communication skills
- Understanding of governmental workings; political savviness
- Expertise with MS Office (Teams, SharePoint, Outlook, Excel, Word, etc.)
- Experience working and interacting with the public; strong customer service skills
Desired Qualifications:- A Master’s Degree in Transportation Management, Logistics, Planning (Land Use, Urban, Regional, Transportation, Environmental), Business, Public Administration, Economics, Technology or related field and work experience in transportation management, shared mobility, demand management
- Transit agency experience in any of the following programs: Microtransit, Paratransit, Vanpool/Vanshare, or any other contracted programs
- Experience supporting transportation operations or transit service delivery
- Experience conducting field audits or program quality assurance techniques
- Past involvement in reviewing, approving, and tracking payments for services received by contract
- Familiarity with government procurement best practices and standards
- Demonstrated knowledge and experience with a wide range of alternative travel options and concepts, including such things as community-based shuttles and vans, ridesharing and demand response technologies/programs, transportation network companies, and bicycle and pedestrian connectivity
- Experience with databases for reporting and analysis
- King County Metro work experience
- Customer service/interaction experience
- Knowledge and/or experience with non-profits or community agencies
Licensing, Certification, and Other Requirements:
- Valid Washington State Driver's License by date of hire
- Ability to drive in multiple locations around the region
- Ability to occasionally work on weekends and after-hours, as needed

Work Location
This is a hybrid position. The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104.
This team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Work Schedule
The work week is normally 40 hours, Monday through Friday. Alternative work schedules may be possible. This position is exempt from the provisions of the Fair Labor Standards Act, and therefore is not eligible for overtime pay.
