Summary

This job involves reviewing and evaluating applications from merchant mariners—people who work on commercial ships—to ensure they meet U.S. standards for certifications, renewals, and upgrades.

Key Requirements

  • At least one year of specialized experience equivalent to the previous GS grade level (GS-06 for GS-07, GS-07 for GS-08, GS-08 for GS-09)
  • Experience evaluating or processing merchant mariner applications for originals, renewals, raise in grade, military, or foreign credentials
  • Specialized knowledge of legal guidelines, regulations, policy letters, Navigation and Vessel Inspection Circulars (NVIC), and 46 CFR
  • Ability to provide clear and concise written and oral communications with applicants, third parties, industry, and internal teams
  • Familiarity with Standards of Training, Certification and Watchkeeping for Seafarers (STCW) standards
  • No substitution of education for experience at these grade levels

This vacancy is for a GS-0963-7/8/9, Merchant Mariner Application Professional Qualification Evaluator located in the Department of Homeland Security, U.S.

Coast Guard, NMC PROFESSIONAL QUALIFICATION EVALUATION SECTION I in MARTINSBURG, West Virginia.

Pay will be determined by the grade that you're found eligible and qualified for: GS-07 $57,736 - $75,059 GS-08 $63,940 - $83,119 GS-09 $70,623 - $91,815 To qualify at the GS-09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-08 grade level in the federal sector.

You will serve as a Merchant Mariner Application Professional Qualification Evaluator and be responsible for providing qualification evaluations and determines applicant eligibility for vessel operation credentials.

The position plays a key role reviewing merchant mariner applications to ensure regulatory requirements are verified and insufficient requirements are identified and relayed to applicants.

Typical work assignments include: Reviews merchant mariner applications for issuance of requested Merchant Mariner Credentials Provides written and oral accurate, and precise replies to agencies, maritime academies, maritime schools, other professional maritime organizations, applicants, and the public on technical knowledge processes, production and other aspects of credentialing Determines the applicability and reasonableness of legal guidelines against individual mariner history in accordance with 46 CFR and other applicable resources Responsible for quality assurance and ensures work performed IAW applicable Coast Guard Quality Management System and guidance.
