Field work throughout various regions in the State of Washington is required and is expected.


The Opportunity

As the Medical Test Site Survey and Investigation Manager, you’ll join a team focused on being an effective partner in ensuring health and safe patient care in the communities we serve.

Reporting to the Executive Director of Acute and Continuing Care Section in the Office of Health Systems Oversight (OHSO), you’ll oversee and direct the inspections and investigations of state-licensed and federally certified medical testing laboratories.


This position promotes and applies the agency’s overall mission, priorities, values, and strategic goals both internally and externally.

This position applies and interprets state and federal laws, rules, and regulations related to clinical laboratories, monitors laboratory proficiency testing, and recommends enforcement actions.

This position is responsible for planning, organizing, and leading the Medical Test Site (MTS) and CLIA survey programs, including assisting in statewide policy for the state MTS and Federal Clinical Laboratory Improvements Act (CLIA) programs.


Key Responsibilities Include:

Statewide Effective Regulatory Oversight

  • Ensuring timely inspections of over 7,485 state-licensed MTS and federally CLIA-certified labs.
  • Development of program rules consistent with state licensing and federal CLIA regulations.
  • Responsible for the MTS licensing survey program to ensure compliance with office protocols, division procedures, and agency policies.
  • Responsible for the federal survey program aspect for continuing the CMS Federal CLIA exemption process when the exemption period is up for renewal.
  • Conduct on-site and off-site investigations and inspections in multiple geographic areas within Washington State to determine compliance with state and federal health and safety standards and regulations in state-licensed Medical Test Sites and CMS CLIA-certified labs.


Staff Development and Supervision

  • Supervises and directs the responsibilities and activities of at least five (5) Advisory Laboratorian positions assigned to the unit.
  • Manage personnel matters regarding unit staff according to office, division, and agency policies and procedures by identifying issues, communicating clearly with staff regarding expectations and staff performance.
  • Support staff in meeting job responsibilities by setting clear expectations, developing work plans, setting goals and objectives, and providing regular oral and written feedback on work performance.


Community Engagement:

  • Communicate with externally interested parties regarding the state and federal inspection and investigation program, including the public, inter-agency, intra-agency, and state and local government partners.
  • Use knowledge and understanding of state and federal laws, rules, and regulations to clearly explain jurisdictional laws, rules, and regulations, as well as what constitutes a violation.
  • Keep interested parties informed of changes or new developments and ensure that they receive clear communication.



Required Qualifications

There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed.

Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.


  • National certification as a Medical Technologist (MT), Clinical Laboratory Scientist (CLS) or a Medical Laboratory Scientist (MLS) with American Society of Clinical Pathologists (ASCP), National Certification Agency for Medical Laboratory Personnel (NCA), American Medical Technologists (AMT), or equivalent nationally recognized certification agency.


  • INCLUDING laboratory experience evaluating the principles, practices, techniques and procedures of clinical laboratory work in laboratory specialties such as Immunohematology (Transfusion Services), Chemistry, Hematology, Microbiology, Diagnostic Immunology, and/or Cytogenetics according to state and federal CLIA certification laws, rules, and regulations.


AND One of the following options:


Option 1: Ten (10) or more years of clinical laboratory experience in high complexity testing in settings such as: hospital laboratory, clinical laboratory, or industrial medical laboratory, which includes four (4) years of supervisory, consultative, or surveying experience.

(Clinical laboratory experience includes: Immunohematology (Transfusion Services), Chemistry, Hematology, Microbiology, Diagnostic Immunology, and/or Cytogenetics).


Option 2: A bachelor’s degree in laboratory science, biology, microbiology, chemistry, medical technology, or a closely related field; AND six (6) years of clinical laboratory experience, which includes four (4) years of supervisory experience in high complexity laboratory setting.

(Clinical laboratory experience includes: Immunohematology (Transfusion Services), Chemistry, Hematology, Microbiology, Diagnostic Immunology, and/or Cytogenetics.)


Option 3: A master’s degree in laboratory science, biology, microbiology, chemistry, medical technology, or a closely related field; AND four (4) years of clinical laboratory experience, which includes four (4) years of supervisory experience in high complexity laboratory setting.

(Clinical laboratory experience includes: Immunohematology (Transfusion Services), Chemistry, Hematology, Microbiology, Diagnostic Immunology, and/or Cytogenetics.)

Preferred Qualifications

While these aren’t required, having them can help you stand out as a candidate.


  • Experience providing consultation or surveying clinical laboratory settings according to state and federal CLIA certification laws, rules, and regulations.


  • Knowledge of principles and practice of clinical laboratory enforcement actions, including formal and informal administrative actions.


  • Knowledge of the state and federal laws, rules, and regulations regarding the operation of clinical laboratory facilities and agencies, clinical laboratory practices, the regulatory standards of six (6) accrediting organizations, and the regulatory standards set for all laboratory directors, technical supervisors, and all testing personnel working in the clinical laboratory health care settings.


  • Experience and competency managing resources and improving performance outcomes in a regulatory, public health, or clinical environment (hospital, nursing, or related profession or facility).


  • Ability to assess and evaluate health risks and patient safety/harm and develop management plans.

Working Conditions:

The following describes the working conditions of this position, with or without reasonable accommodation.


Work Setting:

Although this position's work requires regular in-person attendance to perform duties at various locations throughout Washington State, the official duty station is home-based.

When not traveling for work, this position may work from home, from a DOH facility, or remotely from an alternate location.


Exposure to hazards may include, but is not limited to, those found in mobile, home, DOH office, or health care facility environments.

Duties may require moving objects weighing up to 30 lbs., including but not limited to: equipment and supplies for conducting onsite investigations and paper case files.


Schedule:

This position has a work schedule of 40 hours per week; however, the position may be expected to work longer hours to complete projects or assignments, and/or meet business demands and deadlines.

An alternative or flexible work schedule may be considered at the incumbent's request, subject to supervisory approval.


Travel Requirements:

Regular travel is required to meet with customers, including but not limited to on-site inspections and investigations of facilities. Locations for travel include medical facilities throughout the state.

When traveling for work, the position may require traveling alone or with another employee for multiple days and nights in or out of state.

When driving for state business, the incumbent must be able to legally operate a state or privately-owned vehicle; OR provide alternative transportation while on state business.

Tools & Equipment:

This position uses standard office furniture and equipment, such as a desk, office chair, cell phone, computer, monitor(s), keyboard, and mouse; and when in the office, the position may also require the use of a printer, phone, fax machine, and/or copy machine.


Customer Interactions:

The position frequently requires engaging with customers in a variety of settings with agency staff, agency managers, agency supervisors, local health jurisdictions, federal government, State Board of Health, facility staff, patients or complainants, other external partners, and statewide professional associations.

The position requires daily interactions on the telephone and in writing with customers, some of whom may be upset, frustrated, or irate.
