Job Description

Summary

This job involves managing and coordinating contracts for medical and other services at a military medical facility in Texas, including planning requirements, monitoring contractor performance, and preparing procurement packages.

Specialized Experience: One year of specialized experience which includes computing data, trends or issues related to services and/or maintenance contracts and monitoring contractor performance.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Contract Management, Business Administration, Business, Finance, or Economics.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Major Duties:

  • Plan, prepare, and coordinate contract service requirements and establish medical and non-medical, personal, and non-personal service contracts.
  • Provide input while participating with other divisions during initial planning and developing of activities functions and surveillance plan for the contractor.
  • Evaluate resources required to accomplish the proposed projects in relation to committed resources.
  • Acquire Performance Work Statements and/or Performance Plans for input into procurement packages to identify terms, conditions and procedures for contract.
  • Assemble procurement packages with terms, conditions and procedures for review by resource management.
  • Review purchase requests for supplies, equipment, services or commercial requirements and evaluate allowable charges of funds.
  • Conduct research to locate supplies/materials and potential suppliers when buying specialized items.
  • Determine procurement methods based on procurement history, estimated cost, urgency of need, proprietary consideration, availability of competitors, and applicable directives.
