Full Job Description

The Assistant Chief Health Administration Service position is located in the Business Operations Service at the Battle Creek VA Medical Center which consists of a hospital, extended care center, and outpatient clinics located in Battle Creek, Michigan, VA Clinics in Wyoming, Benton Harbor Lansing and Muskegon, Michigan.

The duties and responsibilities are carried out throughout the Medical Center and include all administrative and clinical areas.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/25/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: being able to give advice, counsel, or instruction to employees on both work and administrative matters, Identify the need for, coordinate, monitor, and maintain records of training completion of assigned staff and in-depth knowledge of VA and local governing laws, regulations, policies, and procedures to provide services within accepted guidelines in order to address and resolve a wide variety of problems.

You will be rated on the following Competencies for this position: Data Management Oral Communication Organizational Awareness Research Systems Integration Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required.

Major Duties:

In this position, you will serve as Medical Administration Officer (Assistant Chief).

Duties and responsibilities include, but are not limited to: Supervises staff and is directly responsible for developing performance plans, writing proficiencies, and evaluating the performance of his/her subordinates.

Plans, directs, coordinates, and oversees work of BOS through subordinate supervisors in the operational aspects of the Service.

Selects candidates for positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives.

Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors.

Approves service awards and recommends facility-level awards to the Service Chief of BOS, ELT, manages project requests and assigns projects as needed to complete the work of the service.

Represents BOS on facility committees as assigned by Service Chief of BOS.

Investigates and develops facts, conclusions and recommendations in those matters requiring investigations that come within the jurisdiction of the Director.

Initiates and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.

Assists in developing the requirements for and maintains awareness of available resources and provides workload statistics which reflect patient care levels, trends, and changing program priorities.

Develops both long and short- range plans for the BOS Service and the areas under their oversight to advance business practices that support patient care and delivery of health benefits.

Develops, evaluates, and modifies organizational structure and health benefits systems to achieve program goals; and participates in the analysis and interpretation of workload and other data used in resource planning.

Work Schedule: Monday - Friday 8:00AM - 4:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies.
