VA Salt Lake City Health Care System (VASLCHCS) consists of the George E.
Whalen VA Medical Center, which is a large-sized affiliated tertiary care facility with 121 authorized active beds and 9 Community Based Outpatient Clinics spanning 125,000 sq.
miles over 61,000 unique patients; and has a total operating budget over $532 million.
Incumbent will be the Service Chief of Health Administration Services (HAS) and reports directly to the Associate Director of Operations.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Exercises the delegated supervisory authorities and responsibilities; using any of the following to direct, coordinate, or oversee work; supervisors, leaders, team chiefs, group coordinators, committee chairs, or comparable personnel.
Responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.
Assuring reasonable equity of performance standards and rating techniques developed by subordinates or assuring comparable equity in the assessment by subordinates of the adequacy of contract capabilities.
Direction of a program or major program segment with significant resources; making decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel.
Evaluating subordinate supervisors or leaders and serving as the reviewing official on evaluations of nonsupervisory employees rated by subordinate's supervisors.
Designs and oversees strategies to manage and integrate functions to improve and maximize efficiencies to enhance revenue collections.
Reviewing and approving serious disciplinary actions involving nonsupervisory subordinates.
Knowledge of requirements necessary to prepare budgets in compliance with DVA and local Fiscal Service budgetary requirements to assure timely, realistic and accurate submission of projected funds, accurate and timely updates to management, effective communication on status of funds and to analyze spending for constantly fluctuating fund control points.

Major Duties:
Duties: *****Serves as the Service Chief of Health Administration Service (HAS) reporting directly to the Associate Director of Operations.***** Directs and manages the application of all federal, state and local laws regarding health care and the eligibility provisions of the VA; directs human resources responsibilities within the HAS; provides assistance in budget and planning processes within the VAMC; participates expert advice and direction regarding the Veterans Equitable Resource Allocation (VERA), and serves as an integral part of the health care systems management team.
Develops the need for and maintains an awareness of available resources, and makes recommendations to Medical Center management regarding needs, distribution or redistribution of these resources.
Develops both long and short-range policies and plans for the organization by coordinating the medical administration needs of the medical center and indirectly with VISN I 9.
Incumbent is responsible for making and implementing decisions directly affecting patient care and makes final administrative planning decisions for a large Health Care System.
The HAS is the largest of any of the administrative services in the hospital.
This situation requires the incumbent to give considerable attention to human resource management, and this activity creates the need for broad knowledge of government-wide and agency human resources management requirements, policies, and systems.
Establishes minimum standards for quality and productivity and directs program implementation of said standards. Directs quality and productivity programs for the Medical Center.
The incumbent develops, interprets, applies and integrates objective criteria and acceptable standards for use in monitoring activities.
Work includes a wide variety of duties requiring many different and unrelated processes and methods applied to a broad range of activities involving several facilities, sites, programs, etc.
(e.g., planning and conducting/coordinating inspections to identify and evaluate violations in a variety of complex establishments throughout a multistate area), or intensive analysis and problem solving as a recognized expert in a program or functional area.
