Job Description

Summary

This job involves leading mechanical engineering support for a machine shop that builds and tests prototypes for Air Force intelligence programs, including research, development, and testing activities.

A good fit would be an experienced mechanical engineer who enjoys hands-on work with fabrication, problem-solving in technical projects, and leading teams in a fast-paced government setting.

It requires strong technical knowledge and the ability to prioritize tasks under pressure.

The primary purpose of this position is to lead and provide mechanical support to the Prototype and Fabrication Machine Shop supporting AFTAC programs and systems.

Supports effective research, development, simulation, testing, fielding. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Engineering.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.

OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include: knowledge of application of statistical methods to design experiments and evaluate the resulting data.

Understanding of, and the ability to engage in and lead authoritative discussions on industrial mechanical process, hardware design, test specifications, and systems engineering principles is required.

Knowledge on methods to prioritize competing program requirements and formulate a course of action to deal with those requirements is a critical attribute for this position.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of mechanical engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to support project development, sustainment requirements, execution, and advisory services.

Knowledge of principles of motion, energy, force, and material properties to ensure mechanical devices and systems and their equipment and/or components function safely, reliably, efficiently, and economically.

Ability to apply engineering cycle knowledge, methodologies, principles, and concepts to accurately identify engineering and mission requirements or shortfalls in support of mission systems, subsystems, and/or support equipment to determine potential courses of action, provide technical advice and direction, and/or recommend solutions to satisfy open requirements and resolve shortfalls.

Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.

Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems.

Ability to quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resources based on mature judgment and experience, and present and/or defend a position effectively.

Ability to make and enact decisions involving program structure and technical direction of acquisition activities as well as the ability to work independently with minimal direct supervision is critical to the successful conduct of this position.

CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Duties: Performs professional mechanical engineering work. Provides supportability analysis of AFTAC sustainment programs, systems, and processes.

Serves as an engineering consultant and technical expert to multiple squadrons, mission specialists, program managers, host-tenant wing, and/or other agency representatives.

Participates and/or leads working groups and prepares correspondence, briefings, specifications, and other documentation relevant to assigned projects.

Serves as primary project officer for the Flight and primary General/Mechanical engineering research consultant to the Squadron/Group.
