Full Job Description

You will serve as a MARINE TRANSPORTATION SPECIALIST in the MSCPAC OPERATIONS DIVISION(N3) of MILITARY SEALIFT COMMAND PACIFIC.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience of MSC's global organization or similar, as well as its operational and administrative relationships with USTRANSCOM, Navy Component Commanders, Fleet Commanders, Mission Sponsors, the Maritime Administration, and the Coast Guard.

Experience of Port Operations and maritime principles, concepts, practices, methods and techniques to serve as a technical authority, and apply new developments to waterfront shore and afloat support.

Experience planning, coordinating and implementing port administrative policies for operational effectiveness, productivity and efficiency of the Command's support to the Fleet, USTRANSCOM, and other DOD or similar activities and commercial maritime activities.

Experience on either naval, merchant vessels and/or shore experience handling requirements for chartering commercial vessels for transportation of cargo moving in the defense transportation system.

Experience providing expert guidance on ship utilization, procurement, concept of operations, and employment of cargo vessels.

Experience preparing briefs, presentations, and/or serving as liaison at meetings/conferences discussing matters concerning employment, operation, maintenance, logistics support and other administrative requirements to senior level personnel.

Experience utilizing a variety of industrial standard software programs (e.g. timeline/schedule, word processing, spreadsheet, database and current Naval Message programs).

  • You will plan, coordinate and schedule all MSC ship arrivals and departures in support of fleet, TRANSCOM, and MSCHQ operational and readiness schedules.
  • You will serve as the MSCPAC primary representative responsible for planning and analysis of commercial maritime and Navy port capacity and throughput capability in support of CDR USINDOPACOM Operational Plans (OPLANS).
  • You will develop a reoccurring Emergency Dispersal Plan for all assigned ships to safely depart port in a controlled, effective and synchronized plan with all Navy ships in the region.
  • You will plan and coordinate the work of various support staff.
  • You will ensure MSC contractual performance requirements are met and the timely completion of the cargo operations are achieved to ensure compliance with mission critical execution schedules.
  • You will provide fiscal management and oversight for funds and expenditures directly related to ship support services provided by Navy/commercial husbanding agent resources.
