Job Description

Summary

This job involves managing ship operations for the Navy's Military Sealift Command in Europe, including coordinating the loading, unloading, and routing of cargo and tanker vessels to support military missions.

You'll work with global partners to plan transportation, conduct ship inspections, and handle emergency responses like oil spills.

Key Requirements

Full Job Description

You will serve as a Marine Transportation Specialist in the Operations Department of MSCEUR.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Administering sealift programs relevant to ocean transportation (i.e., dry cargo, ocean tugs, oilers and special project operations) AND Coordinating operational matters concerning the loading, discharging, routing and mailing of controlled dry cargo and tanker vessels AND Directing ship surveys including cargo loading and discharge inspections to support mission requirements.

  • You will administer operational control of ships and support mission programs relevant to ocean transportation, propositioning, special missions, and command ship operations.
  • You will direct and coordinate operational matters concerning the loading, discharging, routing and sailing of all vessels under the operational control of the command.
  • You will work in concert with activities worldwide and other military and governmental agencies in evaluating lift capabilities and matching resources to requests for ships.
  • You will coordinate with various U.S and foreign military commands and commercial organizations to plan, develop, implement and coordinate oil spill policy, prevention, reporting and clean up procedures.
  • You will assist in exercising tactical control of assigned sealift vessels within the Areas of Responsibility and perform related functions during post and live exercises.
  • You will perform ships surveys on hire/off hire inspections and dry liquid cargo loading and discharge inspections.
  • You will serve as ship scheduler representative at meetings, conferences and other related functions.
  • You will conduct Port Assessments for ship visits to navigable harbors in the region in accordance with Quality Management System Procedures with an emphasis on Hydrographic and Ship Services requirements.
  • You will review and update relevant standard operating procedures and quality management system processes.
