The City of Houston’s Bridge Engineering Section has responsibility for the maintenance engineering needs of about 1,400 bridges within the city limits. DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston’s Bridge Engineering Section has responsibility for the maintenance engineering needs of about 1,400 bridges within the city limits. The Managing Engineer (Bridges) will lead this program. The successful candidate must possess in-depth knowledge and relevant professional experience with regards to hydrology and hydraulics as it pertains to bridge and street drainage.

Duties may include (but are not limited to) the following:

  • Responsible for reviewing and stamping bridge plans, in-house engineering design and analysis, identifying bridges for rehab, developing a long-range Bridge Rehab program, and focus on managing the BRRAT (Bridge Repair Rehab Action Team) and all bridge rehab projects.
  • Responsible for managing the Bridge asset management program, determining, and analyzing the feasibility of various bridge preservation techniques, and implementing said techniques.
  • Development of administrative policies, procedures, and bridge master plans with both short and long-term objectives.
  • Implement and oversee in-house structural inspections of about 400 shorter wingspan bridges.
  • Performs inspections, structural evaluations, develops and/or reviews engineering related documents, correspondence, reports, and remediation plans.
  • Ensures compliance with National Bridge Inspection Standards and the National Tunnel Inspection Standards.
  • Answers technical and policy questions related to bridge inspection and maintains bridge inspection data; analyzes data and provides summaries.
  • Responds to urgent and emergency requests for inspection or damage assessment of bridges.
  • Oversees and coordinates personnel in development of engineering design and other technical services.
  • Assists TDO Director in coordinating responses to inquiries from the Mayor’s Office, elected officials, public and private organizations, and citizens. Serves as City liaison with State and Federal agencies such as TxDOT and FHWA.
  • Performs other job responsibilities as assigned.


WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc.
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.


This is a Houston Public Works Emergency Management position at the Tier I Level.

Requirements

EDUCATIONAL REQUIREMENTS

Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;

OR

Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.

CERTIFICATE/LICENSE:

Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.

Engineers from out-of-state must

be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;

AND

obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.

May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.

EXPERIENCE REQUIEREMENTS:

Eight years of active practice in engineering work after graduation from an approved curriculum in engineering, with four of the years as a licensed Professional Engineer, are required.

SUBSTITUTION:

A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
