Full Job Description
The Manager of Development in the Mayor’s Office supports the planning, coordination, and implementation of real estate and development initiatives that advance the Mayor’s strategic growth priorities and objectives. This role works across Metro departments, public agencies, private developers, and community stakeholders to facilitate responsible development, infrastructure investment, and equitable growth throughout Nashville and Davidson County. Reporting to the Senior Director of Development, the work involves a focus on development initiatives and projects involving public-private partnerships, reviewing development proposals, assisting with financial and policy analysis, tracking projects progress, and preparing materials for executive leadership and public bodies. The employee exercises discretion in applying established policies and procedures and may recommend courses of action on complex development matters.
Requirements
- Manages and coordinates complex development and redevelopment initiatives on behalf of the Mayor’s Office.
- Serves as a liaison between the Mayor’s Office and Metro departments including Planning, Codes Administration, Finance, Legal, NDOT, MDHA, and others.
- Supports public-private development projects, including review of proposals, schedules, agreements, and deliverables.
- Assists with evaluation and implementation of development incentives and financing tools, such as PILOTs, tax increment financing (TIF), grants and other economic development tools.
- Reviews and analyzes development pro form as, budgets, cost estimates, and feasibility information.
- Assists in evaluating project impacts related to housing, jobs, infrastructure, and fiscal outcomes.
- Prepares briefing materials, memoranda, reports, and presentations for the Mayor, senior staff, Metro Council, boards, and commissions.
- Supports stakeholder and community engagement efforts related to development initiatives.
- Assists with monitoring compliance with development agreements, community benefits, and policy commitments.
- Supports special projects and strategic initiatives as assigned by the Mayor’s Office.
- Performs related duties as assigned in support of Mayor’s Office priorities.
Qualifications
Bachelor’s degree in Urban Planning, Public Administration, Real Estate, Finance, Economics, or a related field and four (4) or more years of progressively responsible experience in development, planning, economic development, project management, or a related professional field.
