About the Position: This position will serve as a Management and Program Analyst in the Civilian Human Resources Office at Evans Army Community Hospital at Fort Carson, Colorado.

Specialized experience: One year of specialized experience using HR systems such as AutoNoa, DCPDS, FEPASS, and EMPRES; Maintaining personnel databases for accuracy; utilizing data analytics tools, such as Excel and Power BI, to create written and oral presentations for leadership on findings; and experience with federal hiring programs such as PPDPP (Physicians, Podiatrists, and Dentist Pay Plan, Incentives, and SSRs (Special Salary Rates).

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position (Business, Human Resources, etc.) (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage, divide your total months of qualifying experience by 12.

Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Major Duties:

  • Advise employees on a variety of substantive, procedural and policy matters pertaining to recruitment, position management and classification, employee/management relations, employee entitlements, awards, and training.
  • Utilize HR programs such as AUTONOA, DCPDS, FEPASS, and EMPRES.
  • Analyze, integrate, and manage initiatives directly related to various human resources programs.
  • Recommend policy, establish methods, procedures, and processes relative to implementation of employee performance management and award activities.
  • Assist with the implementation of new human resources policies, procedures, or changes to establish policies or procedures.
  • Present briefings regarding assigned projects within the scope of human resources management to staff, higher headquarters, or new functional managers.
  • Initiates, coordinates, and/or reviews Request for Personnel Actions (RPAs).
  • Acts as Project Manager for HR programs such as Training Coordination, Telework, Voluntary Leave Transfer Program, Performance Management Tools, and Civilian Incentive Awards.
