This job involves leading and analyzing major administrative programs for U.S.
Customs and Border Protection, including planning systems, conducting studies to fix ongoing issues, developing policies, and briefing senior leaders on progress and solutions.
It's a senior-level role in government finance operations based in Indianapolis, Indiana.
A good fit would be someone with strong analytical skills, experience in program management, and the ability to communicate effectively with executives, ideally from a federal or administrative background.
Organizational Location: This position is with the Department of Homeland Security, within U.S.
Customs and Border Protection, Office of Finance, Indianapolis, IN Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying advanced analytical techniques to direct, implement, coordinate and oversee major department wide administrative programs Providing technical assistance and advice in planning systems and programs which provide direct support to management Using qualitative systems to plan and conduct studies to determine root cause analyses of recurring program issues Developing policies and directives and recommending policy changes to address challenges and improve organizational effectiveness.
Delivering high-level briefings and presentations to senior executives on the status of organizational initiatives, providing updates on progress, challenges, and recommended solutions NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.

As a Management and Program Analyst, you will serve as an expert analyst or advisor to executive management on a major mission or administrative program requiring application of a wide range of qualitative system and management support principles, processes and systems.
This position starts at a salary of $126,947.00 (GS-14, Step 1) to $165,037.00 (GS-, Step 10) with promotion potential to $165,037 (GS-14 Step 10).
Typical duties include: Directing implementing, coordinating and overseeing a major department-wide mission or administrative program and provides expert assistance to headquarters and field offices.
Providing technical assistance and direct support to management staff in all matters relating to the application of planning system and management programs to meet mission requirements.
Planning, organizing and directing team study or work, and persuades or negotiates effectively with management to accept and implement recommendations where the proposals involve substantial department resources, require extensive changes in established procedures, or may be in conflict with desires of the activities under study.
Planning, developing and coordinating management through briefings, presentations and conferences for executive management, designing and administering planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions.
Determining the applicability and effect of new or proposed legislation, executive orders, and CBP directives and other department decisions on requirements, preparing comments and impact statements and recommendations on these issuances for executive and managerial considerations.
