Summary

As a Management and Program Analyst, you will implement, coordinate, and analyze a variety of management programs, prepare and provide briefings and reports, along with developing and evaluating operational policies.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/17/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/17/2026.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Developing new or modified qualitative and quantitative analytical techniques or tools to measure and evaluate data; Using software to integrate data from multiple sources in creating dashboards, reports, and other data visualizations; Utilizing communication techniques to successfully negotiate adoption of recommended solutions; and Serving as a technical expert and liaison for management information systems or special studies.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Fraud Detection and National Security Directorate and is assigned based on the need of the agency.
  • Implement, coordinate, and oversee a major segment of an organization-wide mission or administrative program at the headquarters office level.
  • Prepare detailed reports, dashboards, and presentations on data visualization tools with analytical findings and recommendations.
  • Develop, implement, and monitor sophisticated management information systems that focus on long- and short-range operational and strategic plans for headquarters division offices.
  • Conduct complex analytical evaluations, including creation and management of new databases, to inform presentations, reports, and recommendations regarding effectiveness of the program, process, tool, or policy studied.
  • Plan, conduct, or participate in special studies or task forces, and liaise with personnel in other inter- and intra-agency offices to address and resolve complex management or programmatic issues.
  • Serve as the technical expert on analytical and business operations systems related to management and processing to meet mission requirements
