This position is located with Bonneville Power Administration (BPA), in Internal Operations (TOI), Transmission System Operations (TO), Transmission Services (T).
A successful candidate in the Management and Program Analyst (Project Manager) position will serve as a Project Manager responsible for the comprehensive oversight and management of all Transmission Operations initiatives related to the transition of Reliability Coordinator (RC) functions to the SPP Western Reliability Coordinator.
SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.
Specialized experience for this position is defined as experience: 1) Leading cross functional teams to implement new systems, complex project plans and mission critical efforts, 2) directing and coordinating changes related to technology, operation, controls, or process management in order to mitigate risks and improve organizational effectiveness while maintaining reliability of the bulk electric system.
"Experience" refers to paid and unpaid experience.
Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

As a Management and Program Analyst (Project Manager), you will: Manage the full lifecycle of complex projects related to the Reliability Coordinator (RC) transition, from initiation and planning through execution, monitoring, control, and normal operations.
Lead and coordinate cross-functional teams, ensuring alignment with project objectives and organizational goals.
Prepare and present regular reports on project status, risks, and performance to senior management and stakeholders.
Direct and manage the technology workstream for the RC transition, including assessing, planning, and implementing necessary infrastructure and software changes.
Lead the creation and execution of the RC systems parallel operations plan, ensuring continuity and reliability during the transition phase.
Develop a formal communications plan that includes coordinating communication with external stakeholders (neighboring balancing authorities, market participants, regulatory bodies) about the transition schedule, impacts, and new points of contact.
