Organizational Location: This position is with the Department of Homeland Security, within U.S.
Customs and Border Protection, Office of Trade, Mission Readiness Division, Human Capital Division, Human Resources Programs Branch.
Location is negotiable to the following locations: Ashburn, VA Miami, FL New York, NY San Francisco, CA Washington, DC Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing analytical support for workforce management or human capital programs (such as performance management, awards, telework/remote work, outside employment, or staffing).
Researching, interpreting, and evaluating data, policies, and precedents to make recommendations to management. Supporting or administering an employee performance management and/or awards program.
Developing, analyzing, and applying applicable regulations and policies, preparing reports for senior management, and assisting in ensuring program compliance and effectiveness.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing analytical support for workforce management or human capital programs (such as performance management, awards, telework/remote work, outside employment, or staffing).
Developing, analyzing, and applying applicable regulations and policies, preparing reports for senior management, and assisting in ensuring program compliance and effectiveness.
Applying collective bargaining agreement provisions and coordinating with organizations such as Labor and Employee Relations, Equal Employment Opportunity, and/or legal counsel to address issues with personnel implications.
Supporting a workers' compensation or similar benefits program, including collecting and analyzing claim data and trends, reviewing documentation for accuracy and sufficiency.
Advising employees or management on eligibility or return-to-work considerations, and interpreting applicable laws, regulations, and policies.

This position starts at a salary of $89,508.00 (GS-12, Step 1) to $138,370.00 (GS-13, Step 10) with promotion potential to $138,370 (GS-13 Step 10).
Some of the position's responsibilities include: Conducting complex workforce management program to assess productivity, effectiveness, and efficiency, and recommending or negotiating substantive program changes.
Managing and evaluating the Performance Management Program, including developing and analyzing appraisal data, ensuring compliance, preparing senior-level reports, and overseeing performance administration for serviced offices.
Developing and analyzing awards data, formulating and redistributing award budgets, providing policy guidance, evaluating program effectiveness, and overseeing awards for both bargaining and non-bargaining units.
Serving as a liaison on labor- and personnel-related matters (e.g., complaints, grievances, arbitrations, reasonable accommodations), coordinating with Labor and Employee Relations, EEO, and legal counsel, and using the collective bargaining agreement to address workforce issues.
Overseeing the Workers' Compensation Program, including advising employees on benefits, reviewing and validating claims, analyzing trends, coordinating with the Department of Labor and HR, and assisting management with return-to-work and related decisions involving sensitive employee information.
