As a Management and Program Analyst, you will implement, coordinate, and analyze a variety of workforce management programs, prepare and provide briefings and presentations, and develop and evaluate guidance.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/26/2026.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Using a personnel management system to initiate and monitor personnel recruitment, reassignment, promotion, and separation actions in accordance with federal regulations and organizational policies; Providing technical assistance in support of Human Capital Programs, to include position management, classification, and staffing and placement; Coordinating with HR specialists, hiring managers, and other stakeholders to facilitate hiring processes; Providing direct support to management staff in all matters relating to the application of workforce data management systems and programs.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the HQFDNS Mission Support Division and is assigned based on the needs of the agency.
  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Serves as a Management and Program Analyst with responsibility for Workforce Management handling all staffing issues including implementing personnel actions via a hiring application for a large organization.
  • Monitors, analyzes and reviews comprehensive procedures related to personnel and acts as a liaison for assigned offices.
  • Reviews and interprets new or existing guidance, directives, instructions, regulations, and legislation for potential impact on major program objectives, operating policies, work operations and progress, and applies them to various workforce matters.
  • Identifies organizational knowledge gaps and provides training to managers and employees on a variety of staffing and workforce management topics.
  • Advises employees and managers on workforce management requirements, methods, and procedures. Recommends solutions in resolving workforce management issues which impact the organization.
