Base salary range: $62,107 - $80,737
Typical requirements: 1 year specialized experience at GS-10. Ph.D. or equivalent doctoral degree, or 3 years graduate study.
Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves analyzing management processes and programs for U.S. Border Patrol to spot problems, measure how well things are working, and suggest ways to improve efficiency.
You'll develop tools for planning and tracking data, join teams to study policies, and create reports and briefings for leaders.
It's a good fit for someone with strong analytical skills, experience in government or organizational analysis, and the ability to communicate complex ideas clearly.
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S.
Border Patrol Headquarters, Program Management Operations Directorate in Tucson, AZ.
Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting qualitative and quantitative analyses of management processes, organizational structures, and mission support programs to identify issues, measure performance, and recommend improvements to enhance operational efficiency and effectiveness; Developing and implementing management information systems, planning tools, and control processes to support short- and long-range planning, policy execution, and data tracking for organizational programs; Coordinating and participating in studies, task forces, and special projects to evaluate program activities, assessing the impact of new or proposed policies and directives, and formulate recommendations for management decision-making; Preparing and delivering briefings, presentations, and written reports to management that communicate analytical findings, policy impacts, and proposed courses of action in a clear and concise manner; Reviewing and interpreting policies, regulations, and guidance to determine their applicability to organizational operations, and advising management on potential effects, implementation requirements, and needed adjustments to existing processes.

or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or an LL.M. for experience at the GS-11 grade level.
Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study.
If that information is not available, use 54 semester or 81 quarter hours.
Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages.
The combined total of your percentage of education and experience must equal at least 100% in order to qualify.
If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3.
To calculate your percentage of graduate education, divide the number of graduate semester hours by 18.
To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience.
Add your percentages of education and experience. The two percentages must total at least 100%.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/09/2026.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

In this position, you will be responsible for planning, conducting, and supporting studies and projects that assess and improve management processes, systems, and mission support programs.
You will provide analytical support, develop recommendations, and assist in implementing policies, planning tools, and management information systems for the Directorate.
Your work will directly support United States Border Patrol, CBP, and DHS leadership in making informed decisions that enhance operational effectiveness and efficiency in accomplishing the agency's border security mission.
This position starts at a salary of $76,095.00 (GS-11, Step 1) to $98,928.00 (GS-11, Step 10).
As a Management and Program Analyst, you will be responsible for applying qualitative and quantitative analytical methods to assess and improve management processes, systems, and mission support programs, providing informed recommendations to leadership.
Typical duties will include: Acting independently to establish analytical and planning work, including briefings, presentations, conferences, and management information systems.
Coordinating, planning, and executing consistent quality program management and analysis activities.
Identifying administrative problems and providing analytical support on problem definitions, planning methodologies, policies, and procedures.
Researching, monitoring, and analyzing data to develop options and make recommendations that improve the efficiency and effectiveness of operations.
Forecasting and planning of programs (short- and long-range plans, policies, and programs) as well as allocating of resources and establishing objectives and milestones.
