Job Description

Summary

This job involves leading a division that plans and coordinates technical assistance programs for housing and community development, managing funding opportunities, and working with various government offices to execute projects.

It requires overseeing staff, creating reports for senior leaders, and analyzing data to improve policies.

A good fit would be someone with extensive experience in federal project management, strong leadership skills, and a background in policy analysis within public sector housing or economic development.

Full Job Description

This position is located in the Department of Housing and Urban Development, Assistant Secretary for Policy Development and Research.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Specialized experience for this position includes: Guiding the coordination and execution of enterprise-wide projects, while serving as the senior representative, communicating with stakeholders from multiple agencies/departments; AND Creating and managing project plans and schedules for projects involving multiple intra-agency/intra-organization or inter-agency/inter-organization stakeholders; AND Performing research and analysis to evaluate qualifications and operations of cooperative agreement awardees or contractors; AND Analyzing the research and data to inform new policy or update standard operating procedures and improve program/project outcomes.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Major Duties:

As a Management And Program Analysis Officer (DIRECTOR Planning and Coordination Division), you will: Serve as Director of the Division that plans the Community Compass Technical Assistance and Capacity Building program.

Manage a cross-Departmental effort to develop one or more Notices of Funding Opportunity (NOFO) to award funding to technical and program experts in housing, community and economic development.

Coordinate across HUD Programs, and with Budget offices and the Office of Chief Financial Officer for award reservation, obligation, and execution, consistent with internal control procedures.

Draft briefing materials, issue papers, memoranda, reports, and studies for HUD senior leadership, interagency partners, and elected officials.

Perform the full range of human resources management functions in directing a staff.
