Job Description

Summary

This job involves leading a team in a naval training center to manage personnel staffing, analyze organizational needs, and ensure compliance with rules to keep operations running smoothly.

Full Job Description

You will serve as a MANAGEMENT ANALYST in the CENTER FOR SERVICE SUPPORT.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1)Directs the activities of the manpower office, ensuring office complies with legal and regulatory requirements; 2) Applies manpower and organization regulations, directives, and policies for applicability to all service support program changes; 3) Establishes procedures for manpower review, management engineering studies, and commercial activities studies; 4) Provides management advisory services to top level managers concerning program cost analysis, productivity enhancing capital investment programs, outsourcing and privatization studies, work measurement, and engineered studies; 5) Monitors officer and enlisted manning to identify shortfalls, their impact on mission readiness, and provide updates to chain of command to determine mitigation strategies.

  • You will conduct comprehensive manpower and organizational analysis/studies of a wide diversity of organizations, functions, and work processes.
  • You will provide management consultation to improve effectiveness, resource efficiency, and resource savings for the installations, military and civilian manpower and manning.
  • You will process manpower change requests, coordinating with detailers regarding manning shortfalls and requested manpower changes/realignments.
  • You will perform data entry, submission, tracking, follow-up, and completion of action requests and required documentation utilizing applicable systems, programs, applications, and software.
  • You will develop effective working relationships with civilian personnel office, comptroller, and services activity chiefs.
  • You will meet with key customer and coordinating officials to assess customer satisfaction and explain manpower organizational policy and procedures.
