Full Job Description

This position is located in the Veterans Health Administration (VHA), VISN 8, at the Bruce W. Carter VA Medical Center, under the Facilities Management Service.

The primary duties of the position are to provide This position supervises the building maintenance unit Motor Vehicle unit, Maintenance & Repair Section of the Engineering Service of this Medical Center which includes the following trades and crafts and managing work of outside contractors/vendors performing work beyond the unit.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

The potential eligibles are then rated against the remainder of the Job Elements: Lead or Supervise Plan and organize work Technical Practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Working Conditions: Work will be performed in a shop setting, as well as, throughout the entire Medical Center. It may be performed outdoors and is subject to extreme heat and in inclement weather.

May be subject to a variety of hazards, such as: dust, dirt, noise, vapors, fumes, solvents, infectious agents and grease.

Physical injury from lifting and handling heavy pieces of construction material and equipment and danger from falling from ladders and scaffolds.

Work may require employee to oversee and perform duties in interstitial spaces, crawl spaces, shafts, basements, roof areas, equipment rooms and ceilings.

May be exposed to hurricane-force winds at certain times. Major Duties:

Duties include, but are not limited to: Responsible for the maintenance& repair and preventive maintenance, of the building shell, interior components, Walkways, GSA vehicle fleet and alternative fueling station plan.

Will be responsible for the development and implementation of renovation projects which effect his/her Unit.

Includes preparation of costs estimates, planning, scheduling and coordinating work as it effects the unit and assists the Genera Maintenance Foreman in coordination of other disciplines on the job site.

Provides weekly status reports and agenda for the Chief of Engineering Service project scheduling meeting.

Responsible for the maintenance & repair, preventive maintenance, of all pipefitting / plumbing systems, medical gas distribution systems, fire extinguishing systems, water distribution systems, steam distribution systems, hot water producing systems, sanitary sewer system, storm water systems and in some cases chilled water systems used for building cooling.

Responsible for the efficient operation of the transportation shop, which consist of approximately 89 vehicles.

Technically and administratively responsible for the overall, effective and economical use of personnel, work, materials, equipment, GSA vehicles and methods to meet production goals related to the service unit.

Supervisory Statement: A one year supervisory probation period may be required for this position.

Work Schedule: Monday - Friday 7:30am -4:00pm Position Description Title/PD#: Maintenance Mechanic Supervisor/PD02811A Physical Requirements: Performs work that requires the ability to use a wide variety of hand and power tools, lifting large heavy articles or assemblies, climbing ladders or scaffolding, maintaining body balance, reaching and pulling, working on overhead items and eye-hand coordination, bend, stoop, crawl and climb, and working in close space.

May be exposed to hazards of tripping, falling, cuts, contusions, abrasions.
