Full Job Description

The Maintenance and Operations Supervisor supervises the Building Maintenance/EOC Unit at the James A. Haley Veterans Hospital.

Supervisory responsibilities include participation in making of long-range policy, preparation of the annual budget for the Shop, surveys, position descriptions, reports, and preparation of formal justification and requests for revision of staff levels.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/02/2026.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

The potential eligibles are then rated against the remainder of the Job Elements: Ability to Interpret Instructions, Specifications, etc.

(Includes Blueprint Reading) Ability to Lead or Supervise Ability to Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation, and Repair, etc.

Knowledge of Materials Technical Practices (Theoretical, Precise, Artistic) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Incumbent will work within the medical facilities' operating functions and must use all appropriate safety tools, clothing, etc., to protect himself/herself, other staff, visitors, and patients.

Incumbent must frequently work in hot, humid, confined spaces around power boilers/chillers, piping and their associated equipment.

Assignments may be in remote areas such as sub­ basements, machinery rooms, rooftops, roads, and walkways.

Incumbent works around and with hazardous mechanical and electrical equipment and electrical systems with the potential for serious injury and/or death.

Work is performed inside and outside, sometimes in bad weather, wet, cramped locations. Incumbent is frequently exposed to the possibility of cuts and bruises, toxic fumes, gases, and acids.

Incumbent is subject to burns from steam lines, gas-burning equipment, welding torches, and molten solder. Possibility of falls exists due to the work in high places.

Incumbent is subject to infections from unsanitary working areas such as sewers, waste traps, and lines.

Incumbent works in close quarters and cramped positions in service rooms, sub-basement areas and other areas with marginal ventilation.

Incumbent must always be aware of safety hazards and know what action should be taken to avoid them. Incumbent must observe all local and national safety codes.

Incumbent must know and comply with all the safety practices of the trade prevent fires and injury to patients and personnel.

Incumbent must wear a respirator and disposable clothing including coverall and cover for head hands and feet when working in areas of possible asbestos contamination or contact precautions.

Major Duties:

Duties include, but are not limited to: Responsible for the implementation and coordination of the maintenance scheduling system for non-medical equipment and utilities under the jurisdiction of Building Maintenance/EOC Unit required by JCAHO, NFPA 99, NFPA 70 (NEC), and VA guidelines.

Determines category and frequency of inspections and coordinates all the appropriate information in the AEMS/MERS systems.

Reviews, amends, or rejects the work subordinates, prepares formal appraisal of employees, sets performance standards and competencies, and reviews standards with employees about goals of management as they relate to the work unit.

Tracks employee attendance and leave to include approval of sick and annual leave and the preparation of a leave scheduled for the entire year.

Recommends employee personnel actions including promotions and performance ratings, prepares justifications for additional personnel, and interviews job applicants, making selection recommendations when needed.

Writes specifications for maintenance contracts and station level projects as needed. Involved in using general & some specialized tools & equipment of various building trades.

Inspects, repairs, and services mechanical equipment & personal property.
